1.0 INTRODUCTION
MANAGEMENT SCIENCES FOR HEALTH (MSH), a global health nonprofit organization, uses proven approaches developed over 40 years to help leaders, health managers, and communities in developing nations build stronger health systems for greater health impact. We work to save lives by closing the gap between knowledge and action in public health.

Since its founding in 1971, MSH has worked in over 150 countries with policy makers, health professionals, and health care consumers to improve the quality, availability and affordability of health services. Working with governments, donors, non-governmental organizations, the private sector, and health agencies, MSH responds to priority health problems such as HIV & AIDS; tuberculosis; malaria; maternal, newborn and child health; family planning and reproductive health; and chronic non-communicable diseases such as cancer, diabetes, and lung and heart disease. Through strengthening capacity, investing in health systems innovation, building the evidence base, and advocating for sound public health policy, MSH is committed to making a lasting difference in global health.

The MSH RSSH Program is requesting interested and competent firms that meet the eligibility criteria for each category below to express their interest and submit supporting documents (please see section below) for any of the categories detailed in sections 1.1 and 1.2 below;

1.1 CATEGORY A: PRINTING AND DELIVERY OF MHPLMIS DATA COLLECTION AND REPORTING TOOLS

The items will be required to be delivered to thirteen (13) states. A complete detail of the entire scope and list of delivery points will be part of the Request for Quotation (RFQ) that will be issued to the interested parties who would have successfully fulfilled the eligibility criteria as stated section 2.0 below.

1.2 DEVELOPMENT OF OPEN SOURCE SOLUTIONS FOR EMR (support and advance the development of best in-country EMR)
• Consulting Firms with experience in EMR

2.0 ELIGIBILITY CRITERIA
Please read this section carefully and ensure that the entire requested information is included in your submission. Evaluation will neither make assumptions nor draw inferences regarding missing or incomplete information.

Submission should be comprehensive and address all requirements as stated below in chronological order;
(1) Detailed Company Profile with registered address, functional email, telephone numbers and pint of content for the organization, organogram, and CVs of staff.
(2) Evidence of valid and active company registration (i.e Certificate of Incorporation with Corporate Affairs Commission, forms CAC2 & CAC7)
(3) Evidence of payment of tax (tax clearance certificate) for the last three years; 2018, 2017 & 2016
(4) Audited financial statements for the last three years: 2016, 2017 & 2018.
(5a) Five (5) verifiable evidence of similar jobs successfully executed each valuing at least twenty million Naira (N20,000.000) in the past five (5) years including copies of job orders/contracts and job completion certificate (for category A)
(5b) Five (5) verifiable evidence of similar jobs successfully executed in the past five (5) years including copies of job orders/contracts and job completion certificate (for category B)
(6) Evidence of at least 8years’ experience in developing EMR/e-reporting platforms/systems and; have evidence of work done in Nigeria (for category B only)
(7) Evidence of expertise on use of Open MRS (for category B only)
(8) Evidence of Competence in previous Health System Strengthening with special emphasis on EMR/e-reporting platform development (for category B only)
(9) Evidence of EMR design and interoperability (for category B only)
Only the companies that meet all the eligibility criteria will be asked to submit a formal quote/proposal

3.0 EOI SUBMISSION
All documents required by the REOI should be submitted by sending an email bids_nigeria@msh.org NOT LATER THAN 5:30PM (Nigeria Time) on July 30, 2020. (All submission should be put in a zip folder and submitted to the above-mentioned email address)

Companies must clearly mark their email title as follows:
