INVITATION TO TENDER FOR 2025 TETFUND SPECIAL INTERVENTION (RENEWED HOPE INITIATIVE) FOR THE CONSTRUCTION OF FEMALE HOSTEL

1.0 INTRODUCTION
The Management of Confluence University of Science and Technology (CUSTECH), Osara in its mandate to ensure a conducive teaching and learning environment to meet accreditation needs, hereby invites experienced and competent contractors to submit bids for the 2025 TETFund Special (Renewed Hope Initiative) Intervention.

2.0 SCOPE OF WORK/SUPPLY
Lot 1: Construction and Furnishing of Female Hostel

3.0 ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the underlisted verifiable requirement to be eligible to participate in this procurement exercise.
a. Evidence of Certificate of INCORPORATION ISSUED BY THE Corporate Affairs Commission (CAC) including Forms CAC 2&7;
b. Evidence of company’s Income Tax Clearance Certificate for the past three years (2023, 2024, 2025) expiring on 31st December, 2026.
c. Evidence of Current Pension Compliance Certificate valid till December 31, 2026.
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till December 31, 2026.
e. Evidence Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till December 31st, 2026.
f. Evidence of Registration on the National Database of Federal Contractors consultant and service providers by submission of Interim Registration Report (IRR) expiry on 31st January, 2027 or Valid certificate issued by BPP.
g. A sworn Affidavit:
i. disclosing whether or not any officer of the relevant committee of Confluence University of Science Technology (CUSTECH), Osara or Bureau of Public Procurement is a former or present director, stakeholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
ii. that the Director(s) of the prospective contractual company has/have never been convicted by any court of law in Nigeria or any other country for criminal offences related to fraud or financial impropriety.
iii. that the company is not receivership, insolvency or bankruptcy;
h. Evidence of Company’s Audited Accounts for the past three years (3) years (2023, 2024, & 2025).
i. Evidence of financial capability to execute the project by submission of Reference letter from a reputable commercial bank in Nigeria; indicating willingness to provide credit facility for the execution of the supply when needed including copies of their academic/professional qualifications;
j. company’s profile with the curriculum vitae of key personnel to be deployed for the projects stating their designation, qualification and years of experience. (Copy of Academic/professional certificate and passport photograph are to be attached.)
k. Verifiable document on at least three (3) similar projects executed in the past five (5) years by submission of copy of Award letters, payment certificate, completion certificate and evidence of delivery attached;
l. List of plant and equipment with proof of Ownership/Lease
m. For joint venture/partnership, memorandum of understanding (MoU) should be provided CAC, Tax Clearance Certificate, pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
n. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter headed paper bearing amongst others, the Registration number (RC) as issued by CAC, Contract address, Telephone number and E-mail address. The letter headed paper must bear Names and Nationalities of the Directors of the company duly signed by the authorized officer of the company/firm.

4.0 COLLECTION OF TENDER DOCUMENTS
Interested companies are to submit standard bidding document (SBD) from the Office of the Acting Director of Procurement, 2nd Floor, Administrative Block, New Site, Confluence University of Science Technology (CUSTECH), Osara, Kogi State, on evidence of payment of non-refundable tender fee of N10,000.00 (Ten Thousand Naira) only. Payment is to be made at the Bursary Department of the University at the 1st Floor, Administrative Block, New Site, CUSTECH. Osara, Kogi State and a receipt obtained for presentation in the Office of the Acting Director of Procurement.
