INVITATION FOR TENDER FOR YEAR 2025 TETFUND ANNUAL INTERVENTION PROJECTS

1.0 INTRODUCTION
The Management of National Institute of Construction Technology and Management, Uromi, in compliance with the requirements of the Public Procurement Act 2007 and other extant government regulations, the Institute hereby invites Interested, competent and experienced Contractors/Firms with track record of prompt delivery of similar projects to participate for tender exercise, therefore required to adhere to information as prerequisites for pre-qualification. The projects were allocated funds under the YEAR 2025 TETFUND ANNUAL INTERVENTION ON PROPOSED CONSTRUCTION AND FURNISHING OF LABORATORIES AND OFFICES FOR SCHOOL OF ENGINEERING AND PROPOSED CONSTRUCTION, FURNISHING AND EQUIPPING OF BROADCASTING STATION FOR MASS COMMUNICATION DEPARTMENT as follows:

2.0 SCOPE OF WORKS/SUPPLIES
Lot 1: Proposed construction and furnishing of laboratories and offices for School of Engineering
Lot 2: Proposed construction, furnishing and equipping of Broadcasting Station for Mass Communication Department

3.0 ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), IncludingCAC1, CAC2 and CAC7.
b. Evidence of company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024
c. Evidence of current Pension Compliance Certificate. (PENCOM) valid till 31st December, 2025
d. Company’s Audited Accounts for the last three (3) years; 2022, 2023 and 2024.
e. Evidence of current Industrial Training Fund (ITF) Compliance Certificate, valid till 31st December,2025;
f. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31stDecember, 2025
g. Evidence of Registration on the National Database of Federal Contractors, Consultant and Services Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2025 or valid Certificate issued by (BPP);
h. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Institute of Construction Technology and Management, Uromi or the Bureau of Public Procurement (BPP) is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
i. Evidence of financial capability to execute the project including Reference Letter from a reputable Commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
j. Company Profile with the Curriculum Vitae (CV) of key staff to be deployed for the project
k. Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including letters of Awards
l. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Pa
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.), and Email Address.

4.0 COLLECTION OF TENDER DOCUMENT
Interested companies are to collect Tender Document from the office of the Director of Procurement, National Institute of Construction Technology and Management, Uromi on evidence of payment of a non-refundable tender fee of ₦10,000.00 (Ten Thousand Naira) only for the Lot desired at the cash Office, Bursar Department, National Institute of Construction Technology and Management, Uromi.

5.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for the Lot, ONE (1) hard copies each of the Technical and Financial Bids with separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope and addressed to the Rector, National Institute of Construction Technology and Management, Uromi, P.M.B 005, Uromi-Ugboha Road, Uromi, Edo State, Nigeria and clearly marked as YEAR 2025 TETFUND ANNUAL INTERVENTION PROJECTS with (the name of the project and lot number boldly written).

INVITATION FOR PRE-QUALIFICATION FOR PROCUREMENT OF FURNITURE AND FITTINGS IN THE YEAR 2025 APPROPRIATION

INTRODUCTION
The Supreme Court of Nigeria, as the apex Court in Nigeria, wishes to undertake the procurement of Furniture and Fittings under the 2025 Capital Appropriation. In compliance with the Public Procurement Act, 2007, the Court wishes to pre-qualify experienced and reputable contractors who wish to tender for the job specified below:

1.0 SCOPE OF WORKS

2. ELIGIBILITY REQUIREMENTS
Prospective Companies shall submit the following documents, and without any of which the Company will automatically be disqualified:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including FormCAC₂ or CAC, Business Name, is also acceptable for Services;
b. Evidence of Current Annual Returns issued by the Corporate Affairs Commission.
c. Evidence of Company’s Income Tax Clearance Certificate or personal income Tax Clearance Certificates of all the Partners in case of Business Name (for the last three (3) years, valid till 31st December, 2025; with a minimum average annual turnover of N50M.
d. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of Staff is 15 and above);
e. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
f. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
g. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or a valid Certificate issued by BPP.
h. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Supreme Court of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid is true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– that the company does not have existing loans or financial liabilities with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
i. Company’s Audited Accounts for the last three (3) years- 2022,2023, and 2024;
j. Reference Letter addressed to the Chief Registrar, Supreme Court of Nigeria, Abuja, from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
k. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the procurement, including copies of their Academic/Professional Qualifications.
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including Letters of Awards, Job Completion Certificates and Photographs of the projects.
m. For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided, indicating, among others, the Lead Partner (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing, amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contract Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

3. SUBMISSION OF PREQUALIFICATION DOCUMENTS.
Interested companies are to submit two (2) bound copies of Pre-Qualification documents as applicable, separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Chief Registrar, Supreme Court of Nigeria, and clearly marked with the Project Name & Lot Number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and be dropped in the designated Tender Box at the office of the Head of Procurement not later than 12:00noon of Monday, 24th November, 2025.

1. INTRODUCTION
The Nigerian Communications Commission (NCC) is the Regulatory Authority for the telecommunications industry in Nigeria. d) Evidence of Pension Clearance Certificate valid till December 31, 2025 (applicable where number of staff is at least 15)
e) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till December 31, 2025 (applicable where number of staff is at least 5 or at least N50Million turnover)
f) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till December 31, 2025.
g) Evidence of registration on the National Database of Federal Contractors, Consultants and Service providers by submission of an Interim Registration Report (IRR) expiring by 31st December 2025 or valid certificate issued by BPP.
h) Sworn Affidavit disclosing whether any officer of the relevant committees of the Nigerian Communications Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and any of its directors has not been declared bankrupt. Bidder has to confirm that all information presented in its bid are true and correct in all particulars. (Bidders are required to enclose receipt of fees paid for the sworn affidavit).
i) Company’s audited accounts for the last three years (2022, 2023, and 2024).
j) Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
k) Evidence of Company’s current registration with relevant regulatory professional body(ies) such as NITDA/CPN/Information Communication Technology (For ICT Projects).
l) Company’s Profile with Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, CPN, EHORECON etc. (Where Applicable)
m) Verifiable documentary evidence of at least (3) similar projects carried out in the past five (5) years accompanied by Letters of Award, Valuation/Job Completion Certificates and Photographs of the projects.
n) List of Plant, Equipment with Proof of Ownership/lease where applicable.
o) For Joint Venture/Partnership, the following documents must be provided for each JV partner: Memorandum of Understanding (MoU), CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Affidavit. NOTE: NOT MORE THAN TWO COMPANIES SHOULD FORM A JOINT VENTURE
p) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by authorized officer of the firm.
q) Possession of appropriate NCC Licence for all Telecommunications specific projects.

3. BID BOND
All bids at the sum of N100 million and above shall be accompanied by a bid security in the amount not more than 2% of the bid price by way of bank guarantee issued by a reputable bank acceptable to NCC in line with Section 26 (1) of the Public Procurement Act, 2007.

4. SUBMISSION OF BIDS
a) Bids must be in English Language and signed by an official authorised by the bidder.
b) Interested Firms are to submit two (2) bound documents separately in a sealed envelope
c) All Documents should be addressed to:
