1. The Federal Government of Nigeria has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Integrated Development Programme and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) Project, and intends to apply part of the proceeds toward payments under the contract for Rehabilitation of Ponds for Animal Watering at Lamido Borno Taraba State. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.

2. The Federal Ministry of Water Resources and Sanitation now invites sealed Bids from eligible Bidders for Construction of Ponds for Animal Watering at Haini Bodinga Sokoto State. The assignment shall consist of Rehabilitation of animal watering ponds for cattle at Lamido Borno Taraba State and shall be executed within 12 months. A margin of preference shall not be applicable under this contract.

3. Bidding will be conducted through the National Competitive Bidding (NCB)procedures as specified in the Bank’s Procurement Framework [African Development Bank Standard Bidding Documents for Large works without pre-qualification August 2021 and is open to all eligible Bidders as defined in the Procurement Framework.

4. Interested eligible Bidders may obtain further information from: National Programme Coordinator PIDACC/NB Federal Ministry of Water Resources and Sanitation -Abuja FCT E-mail ncpidaccnb@waterresources.gov.ng or procurement@pidaccnb.gov.ng and inspect the Bidding document during office hours 09h00 to 16h00 hours at the address given below.

5. The Bidding document in ENGLISH LANGUAGEmay be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ₦50,000.00. The method of payment will be through remita. bidders should go to remita and search for Niger Basin Authority African Development Bank programme for Integrated Development and Adaptation to Climate Change in the Niger Basin and select tender fees and make payment then printout receipt. The document can be sent by courier services and expenses paid by bidder.

6. Bids must be delivered to the address below on or before 2nd March, 2026 at 12:00PM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 2nd March, 2026 at 12:30PM

7. All Bids must be accompanied by a Bid Security of N5,000,000.00 Five Million Naira) only.

8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
