1. INTRODUCTION
The Enabling Business Environment Secretariat (EBES) assists Federal Government Ministries, Departments and Agencies to implement the reform mandate of the Presidential Enabling Business Environmental Council (PEBEC). In compliance with the requirements of the Public Procurement Act, 2007 and its extant guidelines, EBES is inviting competent companies to submit technical and financial proposals for the nationwide micro, small and medium enterprises (MSMEs) Regulatory cost of compliance study.
