REQUEST FOR EXPRESSIONS OF INTEREST

NAME OF PROJECT: ABIA STATE INTEGRATED URBAN INFRASTRUCTURE DEVELOPMENT PROJECT (ABSIIDP) (ROADS)

A. BACKGROUND AND OBJECTIVE
The Federal Government of Nigeria (FGN) has applied for a loan from the Islamic Development Bank (IsDB) towards the cost for the Abia State Integrated Urban Infrastructure Development Project (ABSIIDP) and it intends to apply part of the proceeds for Consultancy Services for the improvement of road safety, capacity building and data collection for Abia State Integrated Infrastructure Development Project (ABSIIDP).
ABSIIDP’s objective is to contribute to socio-economic development, poverty reduction through improved road transport infrastructure to reduce road maintenance costs, vehicle operating cost and travel time.
The Specific Objectives of the assignment includes:
(i) To undertake baseline data collection relating to road safety situation along the two project roads;
(ii) Carry out Road safety audit in three stages of project implementation which are: – Stage 3 RSA of the detailed engineering design; Stage 4 RSA during construction and Stage 5 RSA during pre-opening to identify potential safety concerns on the proposed scheme and recommending safety measures to eliminate or minimize potential problems;
(iii) Build capacity to PIU Staff and Relevant Departments in the MOW & T in road safety matters during the planning, design and construction stages of the road projects;
(iv) To raise awareness to the public on safe use of roads by conducting road safety awareness campaigns to the people living within the Project Corridors
The Abia State Ministry of Works and Abia State Integrated Infrastructure Development Project (ABSIIDP) now invites eligible consulting firms to indicate their interest in providing the Services.
Interested consultants must provide the following information indicating that they are qualified to perform the services
1. Consultants registration certificate (brochures and company profile)
2. Description of similar assignments with evidence of award (letter of award and/or contract agreement)
3. Brief description of experience in similar conditions.
4. Availability of appropriate skills among staff. (Road safety engineer Team leader, Highway engineer, Road safety enforcement officer, sociologist)
5. Evidence of working in similar regional work experience in similar fields (within Nigeria and/or Sub-Saharan Africa)
6. Consultants may constitute joint ventures of not more than three parties to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure based on Quality and Cost Based Selection [LCS] method shall be in accordance with the Islamic Development Bank’s Procurement Policy Framework, April 2019, which is available on the Bank’s website at
