INVITATION TO TENDER FOR CAPITAL PROJECTS

1.0. INTRODUCTION
The University of Benin Teaching Hospital, a leading health care institution in Nigeria hereby invites all interested and eligible Contractors with relevant experience to tender for the execution of the following projects:

2.0. SCOPE OF PROJECTS

LOT CATEGORY A: GOODS
1. Procurement and Installation of Radiological Equipment
2. Computerization of Hospital Services
3. Procurement of Staff Buses and Utility Vehicles

CATEGORY B: WORKS
5. Reactivation of Waste Treatment Plant
6. Refurbishing and Renovation of UBTH Staff Quarters and Hostels
7. Reactivation of UBTH Stem Cell Programme
8. Renovation, Refurbishing and Furnishing of Accounts Building
9. Renovation and Equipping Of Amenity Wards
10. Construction and Furnishing of Office Complex for Training School for Training School
11. Extension and Equipping of Accident and Emergency Complex
13. Extension, Equipping and Furnishing of CDC Building
14. Renovation and Equipping of Laboratories

3.0 ELIGIBILITY REQUIREMENTS
Firms interested in bidding for any of the Lots should submit the following eligibility requirements:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC₁₁ or CAC₂ and CAC₇;
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP.
g. Sworn Affidavit disclosing whether or not any officer of the relevant committees of The University of Benin Teaching Hospital or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024;
i. Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as SURCON, COREN, QSRBN, ARCON, CORBON, etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
l. List of Plants/Equipment with proof of Ownership/Lease Agreement;
m. For Motor Vehicle procurement: Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the Vehicles;
n. Health & Medical Equipment: Letter of Authorization from the original Equipment Manufacturers listed in the approved policy for procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria
o. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
These documents are to be arranged in the order in which they are listed above.

4.0. COLLECTION OF TENDER DOCUMENTS (CATEGORIES A AND B)
Prospective bidders are to collect the Standard Bidding Documents from Room 12, Procurement Division, Administrative Block, (Laundry Extension) UBTH Ugbowo, Benin City from the date of publication of this advertisement between the Hours of 9:00am and 4:00pm. Evidence of payment of a non-refundable tender fee of N10,000.00 (Ten thousand naira) only per lot made through REMITA PLATFORM to UBTH at any Commercial Bank in Nigeria must be presented before the collection of Tender documents.

5.0. SUBMISSION OF TENDER DOCUMENTS (CATEGORIES A & B)
Prospective bidders are to submit bid for each of the LOT desired, two (2) hard and soft copies each of the Technical and Financial Bids. Tender documents are to be enclosed in two separate envelopes, one to contain the Technical Bid and boldly marked “TECHNICAL BID” on the top right corner and the other to contain the financial bid and boldly marked “FINANCIAL BID” on the top right corner. The two envelopes are to be placed in one large envelope showing the lot number of the project for which the bid is submitted and addressed to:

6.0 OPENING OF TECHNICAL BIDS
The technical bids shall be opened immediately after the deadlines for submission at 12:00 Noon, Monday, 27th October, 2025.at the VIP Lounge, Catering Department, UBTH, Ugbowo, Benin City. Bidders or their representatives, Civil Society Organizations, Non-Governmental Organisations and other interested members of the public are invited to witness the opening of the technical bids.

7.0 GENERAL INFORMATION
a) Bids must be in English Language and signed by an official authorised by the bidder;
b) Bids submitted after the deadline for submission would be returned un-opened;
c) All costs will be borne by the bidders;
d) The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies;
e) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
f) The University of Benin Teaching Hospital, is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
