INVITATION TO TENDER FOR THE YEAR 2024 TETFUND SPECIAL INTERVENTION PROJECT FOR SECURITY INFRASTRUCTURE –CONSTRUCTION OF PERIMETER FENCE

a. INTRODUCTION
The Federal University of Lokoja is one of the 12 federal universities established under the administration of the former President Good Luck Jonathan located in Lokoja, Kogi state. In her quest for infrastructural development at its permanent site and in compliance with the Public Procurement Act, 2007 the university hereby invites interested, competent and eligible companies with the relevant experience and good track record to tender for the construction of perimeter fence under the year 2024 TETFUND intervention project for security infrastructure. Interested companies are to submit the required information documents as well as comply with other prerequisites for the implementation of the project.

b. SCOPE OF WORK
Tetfund Special Security Infrastructure Intervention: Construction of Security perimeter fence at Federal University LOKOJA, Kogi state, Felele campus.

c. ELIGIBILITY REQUIREMENTS
a. Evidence of certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 and CAC2 and CAC7;
b. Evidence of firms tax clearance certificate (or personal income taxes of the partners where applicable) for the last three (3) years (2022, 2023 and 2024) valid till December 31, 2024;
c. Evidence of current pension Clearance Certificate issued by the national pension commission (PENCOM) valid till 31st December, 2024 (this requirement is only applicable to firms whose number of staffs is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 3 and above or the bidder’s turnover is N50m and above);
e. Evidence of Nigerian social Insurance Trust Fund (NSITF) Clearance Certificate Valid till 31st December 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g. Evidence of firm’s current registration with relevant professional body (ies) whose expertise is required for the successful delivery of the project i.e COREN, QSRBN, CORBON, SURCON, ARCON etc.
h. Sworn Affidavit certifying as follows:
 The company is not in receivership, insolvency or bankruptcy
 The company does not have any director who has been convicted by any court in Nigeria and any other country for criminal offences in relation to fraud or financial impropriety
 That no officer of federal university, Lokoja or BPP is a former or present director or shareholder of the company
 That all information presented in the documents is true and correct in all particulars
i. Company’s Audited Accounts for the last three (3) years -2020,2021, & 2022 duly signed and stamped by a professional accounting/audit firm and signed by the client;
j. Satisfactory bank reference from a reputable bank stating the company’s credit worthiness and ability to be granted financial support for the project execution if need be;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last three (5) (copy of award letter, evidence of delivery, attached valuation certificates, job completion certificates, and photographs of the project
l. Company’s profile with the Curriculum Vitae of key Staff to be deployed for the project, stating their designation, qualification and years of experience. (copies of certificates are to be attached);
m. For joint Venture/ Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are mandatory for all joint venture partners);

PROCUREMENT NO: 2025-01/KNSWB/AFD-CNG1054/CS/SUP

The Kano State Government has received financing from the Agence Française de Développement (“AFD”) to support the implementation of the 3rd National Urban Water Sector Reform Project in Kano State. Kano State Water Board (KnSWB), the Implementing Agency on behalf of the Kano State Government, intends to use part of the funds thereof for payments for the following consultancy services under the project: Design Review and Construction Supervision Services.

The overall project includes 1) an infrastructure component to rehabilitate and upgrade the existing water supply system serving the Greater Kano area with a population of approximately 5 million inhabitants, and 2) a soft component to enhance sustainable water supply services through improved technical and financial performance of the KnSWB and reforms in water sector governance.

This procurement relates to the infrastructure component of the project, which includes approximately €50 million of water supply system improvements generally as follows:

  • New construction of a river weir, intake/pump station, access road, and 1.2 km raw water transmission line with a capacity of 250 000 m3/day.
  • Complete rehabilitation of three conventional water treatment plants with capacities of 90 000, 120 000 and 150 000 m3/day (total capacity 360 000 m3/day) including inlet chambers, clarifiers, filters, chemical dosing systems, treated water storage tanks, low lift and high lift pumps, protection systems, etc.
  • Repairs and commissioning of an existing 15 km long 1000 diam. transmission main.
  • Rehabilitation of existing buried concrete storage tanks with a total capacity of 40 000 m3 and associated valves and pipework.
  • Rehabilitation and new construction of primary and secondary transmission mains.
  • Rehabilitation and new construction of distribution piping, along with replacement of up to 41,000 service connections and 12,500 new connections, along with consumer meters.
  • Rehabilitation and new construction of power supply facilities (grid and generator), stores, maintenance centers and administrative building at the water treatment plants and elsewhere.

The infrastructure upgrades are to be executed through 3 Works Lots generally as follows:

  1. Lot 1: New river weir, intake/pump station, access road, raw water transmission, power supply and rehabilitation of existing power supply and rehabilitation of existing power supply and maintenance centre.
  2. Lot 2: Rehabilitation of 3 existing water treatment, plants, repair and commissioning of an existing 1000 mm diam. transmission line of 15 km, rehabilitation of storage reservoirs and associated pipeworks.
  3. Lot 3: Transmission and distribution piping upgrades and service connections.

The Scope of the Consultancy Services will include 4 Phases as follows:

Phase 1:                 Review and updating as required of detailed designs by others (for all 3 Lots), including drawings, BOQs, and specifications, and taking ownership of the designs (Lumpsum).

Phase 2:                 Prepare Final tender documents based on the updated detailed design and provide assistance to the client for tendering and award of contracts for all 3 Lots (Lumpsum).

Phase 3:               Construction supervision contract administration services for the various contracts to ensure quality and cost control and ensure quality and cost control and ensure conformance to contract specifications (Time-based).

Phase 4:               Prepare feasibility studies, ESIA, RAP, and detailed designs for future water supply investments of the KnSWB (Lumpsum).

The rough estimate of Key Experts’ time-input is:

  • Phase 1: 8 person-months.
  • Phase 2: 2 person-months.
  • Phase 3: 100 person-months.
  • Phase 4: 15 person-months.

These figures are indicative only and will be confirmed in the Request for Proposals. As expressed above, Payment for Phases 1, 2, and 4 will be lumpsum, while Phase 3 (construction supervision) will be time-based. The Consultant will only be entitled to participate in Phase 4 based on satisfactory performance on the previous phases.

The services are expected to commence in July 2025 for a total duration of 24 months.

KnSWB hereby invites Applicants to express their interest in delivering the services described above.  This Request for Expressions of Interest (EoI) is open to: Consulting Firms or Joint Venture of Consulting firms.

eligibility criteria for AFD-financed projects are specified in sub-clause 1.3 of the “Procurement Guidelines for AFD-Financed Contracts in Foreign Countries”, available online on AFD’s website: http://www.afd.fr.

The Applicants shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any JV member) submits or participates in more than one application, those applications will be rejected. However, the same Subconsultant may participate in several applications.

3. ELIGIBILITY CRITERIA:
Interested and competent bidders must fulfil the following criteria and submit all the documents outlined below to be considered eligible:
a. Evidence of incorporation by Corporate Affairs Commission (CAC), by submitting certificate of incorporation including articles of association, forms cac2 and cac7.
b. Evidence of current tax clearance certificate (TCC) corresponding with declared annual turnover and expiring 31st December, 2025.
c. Evidence of compliance with the National Pension Commission by submitting a valid pencom clearance certificate expiring 31st December, 2025 (this requirement is applicable to bidders whose number of staff is 15 and above).
d. Evidence of compliance with Industrial Training Fund Amendment Act 2011 by applicable to bidders whose annual turnover is 50 million naira and above).
e. Evidence of compliance with Employers Compensation Act issued by the Nigeria social insurance trust fund by submitting a valid NSITF certificate expiring 31st December, 2025.
f. Evidence of registration on the national database of contractors, consultants and service providers by inclusion of interim registration report (IRR) issued by the bureau of the public procurement (BPP) by submitting a valid IRR certificate expiring 31st December, 2025.
g. Company audited accounts for the last three (3) years – (2024, 2023, 2022) which must tally with TCC.
h. Evidence of financial capability to execute the project by submitting a reference letter from any reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
i. Company profile with curriculum vitaes of the key staff to be deployed for the project including copies of their academic/professional qualifications (e.g. COREN, QSRBN, ARCON, CORBON, ICAN, ANAN etc.)
j. Verifiable documentary evidence of at least THREE (3) relevant/related projects successfully executed in the last five (5) years (2020-2025) including letters of award, job completion/valuation certificates and photographs of the projects.
k. For the joint ventures/partnerships, memorandum of understanding (MOU) including the above for each JV partner. Note: each JV partner must meet all criteria.
l. List of plants/equipment with proof of ownership/lease.
m. Affidavit disclosing the following:
• That no director of the company has been convicted in any country for any criminal offence related to fraud or corrupt practices.
• That no officer of federal housing authority or BPP is a factor or present director, shareholder or has any pecuniary interest in the bidder.
• That all information presented in this bid are true, genuine and correct in all particulars.
