Background.
Jhpiego Corporation, an affiliate of Johns Hopkins University, is an international non-profit, nongovernmental organization that works to improve the health of women and families throughout the world.

Jhpiego Nigeria is in the process of engaging the services of a reputable and licensed Health Management Organization (HMO). The vendors are encouraged to read through the EOI carefully to understand the requirements before submission of the proposal.

1.1 REQUIRED SERVICES.
Provision of comprehensive health insurance coverage for all staff members of Jhpiego Nigeria.

Estimate total number of staff is 150 to 250, which is broken down as follows:
i. Individuals without family are estimated at 30%
ii. Individuals with family estimated at 70%

Other terms related to the services:
• The quote should include a list of the states covered by the HMO
• List of the hospitals in each of the states covered
• Vendors are required to give the best quote for the various available options/plans for medical insurance coverage for the staff profile detailed above.
• Detailed information regarding each option/plan should be provided

2.1. Quotation Should Include the Following:
• A breakdown of the financial offer, indicating the unit cost, total cost as well as other applicable costs, and schedule of the premium where necessary.
• All offers should be in Nigeria naira, valid for the contract period

4.1 ELIGIBILITY

All applicants should provide the following:
• Certificate of registration/incorporation, memorandum and articles of association, and valid Tax Identification Number (TIN).

INTRODUCTION
The National Health Insurance Authority (NHIA), is a regulatory and implementing Agency of Health Insurance in Nigeria. Pursuant to its statutory mandate and in compliance with the provisions of the Public Procurement Act 2007 (PPA 2007), the NHIA under its 2025 budget hereby invites qualified, competent and reputable Consultant/Firms to submit Expression of Interest (EoI) necessary for consideration for the Conduct of various Researches to Scale-Up Coverage in Nigeria.

Universal Health Coverage (UHC) is a global health priority anchored in the Sustainable Development Goal (SDG). SDG target 3.8 aims to ensure financial risk protection and access to quality essential health care services for all. Health financing is critical for achieving universal health coverage by raising adequate funds for health in ways that ensures people can use needed services and are protected from financial risk.

Nigeria’s healthcare system faces significant challenges due to inadequate investment and financing, resulting in physical and financial barriers that hinder optimal access to healthcare services.

In line with the mandate of the NHIA as enshrined in the NHIA Act, 2022 the Authority is empowered to regulate, integrate and promote health insurance in Nigeria with the ultimate aim of bringing millions of Nigerians out of health poverty. To actualize this, the Authority has developed a strategic policy direction anchored on four pillars:
1. Expanding Coverage
2. Improving Equity
3. Improving Quality
4. Improving Market Efficiency

The enablers for the attainment of these policy directions are
1. Enhancing Citizen Centered Engagement
2. Use of data and technology to improve equity and quality of care
3. Optimize Organizational Health and Structure

2. SCOPE OF SERVICE
Research Priorities – Research thematic areas and related research focus areas were identified by the NHIA. The research thematic and focus areas were identified as a national priority developed through a consultative process and review of existing literature.

The research areas are considered important to provide directions for future research toward solving major problems hindering meaningful actualization of UHC in the country. The research thematic areas are indicated below.

Lot 1: Expanding Coverage: The research should focus on resource mobilization, pooling as well as strategic purchasing of health care services
Lot 2: Improving Quality of Care: The research should focus on modalities of improving and incentivizing quality of care in the health insurance ecosystem.
Lot 3: Improving Equity in health insurance: The research should focus on identifying strategies to improve effective public subsidies in health insurance and social inclusion
Lot 4: Improving Market Efficiency: Research should focus on enhancing the sustainability and viability of the health insurance market in Nigeria.

EXPRESSION OF INTEREST (EOI) FOR THE ENGAGEMENT OF A HEALTH MAINTENANCE ORGANISATION (HMO)

1.0 INTRODUCTION
The Nigerian Electricity Regulatory Commission (NERC), in compliance with the Public Procurement Act, 2007, invites reputable, experienced, and interested Health Maintenance Organisation (HMO) to submit EOI eligibility documents for the management of healthcare needs of its employees.

2.0 OBJECTIVE
The main objective is to provide bespoke, world-class healthcare services for its staff, maintaining a healthy workforce that ensures effective and efficient service delivery to meet its statutory mandate.

3.0 SCOPE OF SERVICES
The scope will include the provision of customised comprehensive healthcare services, including diagnostics, physiotherapy, obstetrics, and obstetrics/gynaecology. Other services to be included are accident and emergency, post-natal care, neonatal/paediatrics, mental health, dental services, ophthalmology, inpatient/outpatient services, ear, nose & throat etc.

4.0 ELIGIBILITY REQUIREMENTS
Interested and reputable HMOs should submit one (1) bound copy and an e-copy of EOI documents duly signed, paginated, separated by dividers, and arranged in the order outlined.

a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC), including form CAC1.1 or CAC2 and CAC7;

b. Copy of Company’s income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025;

c. Evidence of Pension Clearance Certificate valid till 31st December 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);

d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December,2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2025;

f. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December 2025 or a valid certificate issued by the Bureau of Public Procurement (BPP);

INTRODUCTION
On 16 July 2024, His Excellency, Mr. Babajide Olusola Sanwo-Olu, Governor of Lagos State, signed Executive Order No. EO/BOS/01/2024, mandating that all residents, employers, and workers in Lagos State shall procure their social health insurance through the State Health Scheme or an NHIA-accredited Health Maintenance Organisation (HMO) registered with Lagos State.

This directive aligns Lagos State with the National Health Insurance Authority (NHIA) Act, 2022, which makes health insurance compulsory nationwide and empowers states to establish contributory health schemes. To operationalise this mandate, the Lagos State Ministry of Health (LSMoH), in collaboration with the Lagos State Health Management Agency (LASHMA), has launched the Lagos Private Health Partnership (LPHP) which is a pioneering public-private partnership that harmonises the private healthcare ecosystem, enhances service delivery, and ensures universal coverage for the private formal sector of Lagos State.

Invitation for Expression of Interest
The Lagos State Ministry of Health hereby invites all NHIA-accredited HMOs wishing to operate in Lagos State to formally express interest in joining the LPHP Consortium. By participating, HMOs will gain the opportunity to:
– Expand their operational footprint and enrolment base across Lagos State.
– Collaborate with the LSMoH, LASHMA, HEFAMAA, Private Healthcare Providers (PHCPs), and employers in delivering standardised, sustainable Managed Care Plans (MCPs).
– Access and transact on the LPHP Digital Pathway; a world-class digital platform providing seamless enrolment (Quote-to-Card), claims reimbursement (Card-to-Cash), actuarial pricing, billing, and payment settlement in real-time.
– Contribute to evidence-driven policy through LPHP’s integrated data analytics, actuarial reviews, and monitoring systems.
– Participate in joint advocacy, financing innovations, and system-strengthening initiatives that will position Lagos State as a model for universal health coverage in Nigeria.

Requirements for Participation
Interested HMOs are required to submit an Expression of Interest letter, accompanied by the following documentation:
1. Certificate of Incorporation issued by the Corporate Affairs Commission (CAC).
2. NHIA Accreditation Certificate confirming current registration status.
3. Corporate profile, organisational structure, and key contact details.
4. Current portfolio of health plans and services offered, including actuarial experience.
5. Evidence of compliance with statutory obligations (Tax Clearance, PENCOM, ITF, NSITF).
6. Formal commitment to:
– Execution of the LPHP Consortium Service Level Agreement (SLA) with LSMoH.
– Allocation of at least 65% of premium revenues to service delivery, consistent with actuarial benchmarks.
– Compliance with quarterly quality assurance reviews, regulatory standards, and enforcement mechanisms.
– Any other requirement as mandated by the Lagos State Ministry of Health

DESCRIPTION OF ITEM

1. Purpose
MSI Nigeria recognizes that the health and wellbeing of its team members are essential to sustaining productivity, motivation, and organizational success. The HMO partner will be expected to
> Deliver healthcare services that align with national standards, international best practices, and MSI Nigeria’s organizational values.
> Guarantee value for money through high-quality, accessible services.
> Support MSI Nigeria’s commitment to employee welfare, inclusivity, and preventive care.
> Integrate technology and innovation in healthcare delivery for ease of access.

2. Objectives of the Engagement
The primary objectives of engaging an HMO are to:
> Ensure adequate, efficient, timely and affordable access to quality healthcare for team members and their dependents across the country.
> Provide preventive, curative, and emergency healthcare services.
> Reduce the financial burden of medical expenses (out of pocket payment) on team members.
> Promote a culture of wellness and preventive health in the organization.

3. Scope of Services
The selected HMO will be required to:

Healthcare Coverage
> Provide comprehensive medical insurance coverage (in-patient, out-patient, maternity, and emergencies).
> Cover preventive services such as immunizations, annual health checks, and wellness programs.
> Ensure access to a wide range of specialists and general practitioners.
> Provide coverage for occupational health issues where relevant.

Network of Providers
> Maintain an extensive network of accredited hospitals, clinics, pharmacies, and laboratories across Nigeria (with emphasis on MSI’s operational states).
> Provide a list of accredited hospitals/clinics with quarterly updates on any changes.
> Customer Service & Support
> Provide a 24/7 helpline for enquiries, approvals, and emergencies.
> Ensure timely processing of medical approvals/referrals.
> Assign an account officer dedicated to MSI Nigeria.

Health Education and Preventive Care
> Organize annual health talks, seminars, and wellness campaigns for team members.
> Provide regular health tips, newsletters, and updates.
> Administration & Reporting
> Provide quarterly utilization and performance reports.
> Ensure transparent claims processing and reporting.
> Support onboarding and sensitization sessions for new staff.

4. Deliverables
The HMO will be expected to deliver:
> Comprehensive healthcare coverage for all enrolled team members and dependents (as defined by MSI Nigeria).
> A functioning and accessible hospital/clinic network across operational areas.
> Quarterly reports on utilization trends, common illnesses, and cost implications.
> KPIs: turnaround time, claims processing speed, service satisfaction rate.
> Annual staff health screening.
> A feedback mechanism for staff satisfaction.

5. Duration of Engagement
The contract period will be from January 1, 2026 – December 31, 2026, renewable based on performance review, cost effectiveness, and organizational need.
