INVITATION FOR THE PRE-QUALIFICATION OF CONTRACTORS FOR 132/33KV TRANSMISSION LINES & SUBSTATIONS REHABILITATION PROJECTS AND EQUIPMENT SUPPLY

1. INTRODUCTION
Kaduna Electricity Distribution Company (KAEDC) has received a CREDIT facility from the Central Bank of Nigeria (CBN) for Accelerated Transmission Distribution Interface Projects to invest in the Transmission Company of Nigeria (TCN)’s rehabilitation and expansion projects.

2. SCOPE OF WORKS

LOT /KAEDC/LINES/1
Re-conductoring of 132kV Zaria-Funtua-Gusau Single Circuit Transmission Line (190KM)

LOT/KAEDC/SS/1
Upgrading of 1×30 MV A. 132/33kV power transformer with 1×60/66 MVA, 132/33W at Gusau 132/33kV Substation.

LOT/KAEDC/SS/2
Upgrading of 90MVA, 330/132/33kV Autotransformer with 1×150/165 MV A, 330/132/33kV at Birnin Kebbi 330/132/33kV Substation.

LOT/KAEDC/SS/3
Construction and installation of 1x45MVA Mobile transformer 132/33kV Substation (down dropper on the existing B/Kebbi-Sokoto 132kV S/C transmission line) at Argungu

LOT/KAEDC/SS/4
Installation of 1×60 MVA, 132/33kV power transformer at Sokoto 132/33kV Substation.

LOT/KAEDC/SS/5
Supply of:
(i) 2 No 150/165 MVA, 330/132/33kV Power Transformer
(ii) 2 No 100/125 MVA, 132/33kV Power Transformer
(iii) 2 No 60/66 MVA), 132/33kV Power Transformer
(iv) 1 No. 60/66 MVA, 132/33kV Mobile power transformer

LOT/KAEDC/SS/6
Construction and installation (Turn-in, Turn-Out) of 2 x150 MVA, 330/132/33kV Transformer, 2x330kV bay extension, and 2x60MVA, A 132/33kV Transformer and 2×3 Number Associated Outgoing 33kV at Millennium City, Kaduna

3. ELIGIBILITY REQUIREMENTS (NIGERIAN COMPANIES ONLY)
Suitable Nigerian Companies are invited to participate in the prequalification exercise by submitting the following pre-requisite requirements:
(a) Certificate of Incorporation with the Corporate Affairs Commission (CAC) in Nigeria with forms C02 and C07.
(b) Current Tax Clearance Certificate for the past three Years valid till December 2019
(c) Three years Company Audited Financial Statement for the period of 2018 – 2020 duly stamped by a registered Audit firm.
(d) PENCOM Compliance Certificate valid till 31st December 2021.
(e) Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December 2021.
(f) Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2019.
(g) NEMSA Compliance Certificate valid till 31st December 2021,
For Joint Venture Partnerships, the Joint Venture Agreements must be signed by all the parties, a copy of which must be attached. In addition, all partners meet the above requirements.

4. QUALIFICATION REQUIREMENTS
The under-listed qualification requirements applies to Applicants, including joint ventures
(a) Minimum average annual turnover over the past three (3) years: Two hundred and fifty Million Naira (NGN250,000,000.00)
(b) The Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements.
(c) Evidence of Experience of at least two (2) projects of similar nature and complexity completely executed in the last five (5) years, including final Taking-Over Certificates from clients.
(d) Company Profile including Populated organizational structure and key professional staff with relevant experience on high voltage power lines and substations.
(e) All equipment, materials and switchgear to be imported and used under the TCN/KAEDC SLA Projects must come from Manufacturers who have EU, USA or Japan certification and or KEMA such as can be shipped via Europe. Evidence of such Certification must be submitted along with Prequalification Documents. Companies will not be allowed to change Origin before or after submission of OEM Documentation.

5. SUBMISSION OF DOCUMENTS
One soft and two hard copies of the documents are to be submitted. The names and mailing addresses of the applicant Companies must be clearly marked on the envelope(s) bearing the submissions. All the information requested for pre-qualification must be provided in English Language by all applicants.
