1.0 INTRODUCTION
The National Sugar Development Council, (NSDC) was established by Decree 88 of 1993, now an Act of the National Assembly, Act Cap. No. 78LFN of 2004. Amended in 2015 to catalyze the development of the Sugar Industry. The Council in pursuing its mandate has developed the Nigeria Master Plan (NMSP).

The Management of the National Sugar Development Council (NSDC) hereby invites reputable, competent, and experienced Consultants for the submission of Expression of Interest (EoI) for the Consultancy Services to produce Monitoring and Evaluation (M&E) Framework for the Nigeria Sugar Master Plan (NSMP) 2021/2022. For the Nigerian Sugar Development Council.

2.0 SERVICES

3.0 ELIGIBILITY REQUIREMENTS:
Eligible Consultants wishing to submit Expression of Interest (EOI) should submit the following:

i. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7, or Business Name where applicable;
ii. Evidence of Firm’s Tax Clearance Certificate(or personal Income Tax Clearance Certificates of all the partners in case of Business name) for the last three (3) years valid till 31st December, 2021;
iii. Evidence of pension clearance certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
iv. Evidence of industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
vii. company’s profile with the curriculum vitae of key staff to be deployed for the project,
a. Project Director – over 15years in leading similar projects.
b. Agricultural Expert – Minimum of ten (10) years’ experience in the development of sugar or any other agricultural crop
c. Monitoring and Evaluation Expert – Minimum of ten (10) years in monitoring and Evaluation
d. Capacity building and Change Management Expert-Minimum of ten (10) years’ experience in capacity building and change management
e. Strategy and Policy Development-Minimum of ten (10) years’ experience in Strategy and Policy Development
viii. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation Certificates/job completion Certificate:
a. The Firm should have consulting experience not less than ten (10) in Sugar Industry
b. Experience in executing a minimum of three (3) projects in developing a Monitoring and Evaluation framework in the last five (5) years;
c. Experience in executing a minimum of three projects in capacity building and change Management in the last five (5) years
d. Experience in strategy, policy development, preferably in regulatory oversight, supervision, reporting and enforcing policies and mandates
ix. company’s Audited Account for the last three (3) years-2018,2019,2020;
x. All documents for submission must be transmitted with a Covering/Forwarding letter under the company’s letter head paper bearing amongst others, the registration Number (RC) is issued by the CAC, Contact Address, Telephone Number (preferably GSM No) and email address. The letterhead paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

Description
Nigeria is facing a new reality in the form of spiralling demand for quality learning with over 40 per cent of the 190 million-strong population being under the age of 15. Even though majority of children are in school, a large proportion of learners are not acquiring foundational language and numeracy skills. This is the leading edge of a learning crisis that threatens Nigeria’s efforts to build human capital and achieve the Sustainable Development Goals (SDGs). Without foundational learning, students often fail to thrive later in school or when they join the workforce. They don’t acquire the human capital they need to power their careers and economies once they leave school, or the skills that will help them become engaged citizens and nurture healthy, prosperous families. Sustainable Development Goal 2030 sets an ambitious target to provide inclusive and quality education for all. The first step in this quest is identifying those left behind in accessing quality education and reasons for their exclusion. However, Nigeria lacks robust and universal learning assessment at the national and sub-national levels to measure progress of learning outcomes that is academically relevant and aligned with Goal 4 of SDG.

2. SCOPE OF SERVICES.
The comprehensive scope of services, as it relates to consultancy services, are as follows:
(i) Establishment of 7000Ha Pasture land well fenced and partitioned into paddocks of 100Ha each.
(ii) Construction and rehabilitation of small Earth Dams within the Grazing reserve.
(iii) Construction of Veterinary and Human Clinics.
(iv) Construction of Solar Powered Boreholes with overhead tank and watering troughs.
(v) Construction of Nomadic Schools.
(vi) Construction of Livestock breeding centers.
(vii) Pastoralist resting points.
(viii) The Project is to be linked with Public, Private Partnership initiatives such as Abattoirs, Milk and Meat Processing Plant, Hides and Skin, and other services and bye product obtained from the resources for value chain addition and sustainability of the project. Etc.

INTRODUCTION:
This request for Expression of Interest follows the update of the general procurement notice for this project that is appeared in UN Development Business issue on 27th April 2012 and in Nigerian Newspapers of 27th September 2012.
As part of the Government’s commitment to transformation of the Nigerian socio-economy landscape, a multi-sector project is being executed in Nigeria to mitigate the vulnerability to erosion and support the people as they relate to their land. The Nigeria Erosion and Watershed Management Project (NEWMAP) is an 8-year multi-sectoral and multi-scale program that targets states with acute gully erosion. The project is involving many Federal and State Ministries, Departments and Agencies (MDAs), Local Governments Communities, and Civil Societies who are responsible for Planning, economy, finance, works, agriculture, water resources, forest, transport, power, emergency response as well as those focused on climate and hydrological information or watershed/basin regulation. In order to achieve this, the Federal Government of Nigeria (FGN) has received a credit of US$500 million from the International Development Association (IDA) for the implementation of the Nigeria Erosion and Watershed Management Project.

OBJECTIVE
Kaduna State Nigeria Erosion and Watershed Management Project (KADNEWMAP), the implementing agency in the State has the responsibility of providing a “Damage Control” to slow the expansion of the targeted set of aggressive gullies across the state, thereby reducing the loss to property and infrastructure and helping cultivate community ownership; influencing the gully Intervention to support integrated watershed management and move towards greater adoption of sustainable land and watershed management practices by the local people in the subwatershed where the gullies are located;

The main objective of this assignment Is to guide the SPMU in ensuring that project implementation is done in line with the guidelines of the World Bank/IDA and within the consideration of government bureaucratic procedures without creating conflicts that could be inimical to the smooth implementation of the project.

1. The Nigerian Export Promotion Council (NEPC) is Nigeria’s apex institution for the promotion, development, and diversification of exports. NEPC has over the years worked to achieve its mandate by:

(a) coordinating and harmonizing export development and promotion activities in the country.
(b) taking the lead in all national export programs
(c) interfacing with international trade agencies on cooperation and capacity building

2. Under the Federal Government of Nigeria’s Nigerian Economic Sustainability Plan (NESP), the NEPC is implementing the Export Expansion Facility Programme (EEFP), to expand the non-oil export base and actualize its flagship Zero-Oil Plan.

3. Through its initiatives, the EEFP seeks to significantly grow Nigeria’s capacity in non-oil exports and provide a sustainable path to reducing dependence on crude oil revenues.

4. One of the key interventions of the EEFP is the creation of an Export Trading Company (ETC) in Nigeria to expand the volume and value of export transactions in Nigeria.

5. The ETC will be set up as a profit-oriented, independent entity to operate as a large trading enterprise primarily for the promotion and marketing of Nigerian non-oil exports that meet the objectives of the Zero Oil Plan. It is proposed that the ETC will initially focus on a limited number of non-oil export commodities that the country has comparative advantages and earns/has the potential to earn significant foreign exchange.

6. Pursuant to this objective, applications are hereby invited from suitably qualified firms to prepare a Feasibility Study and Business Plan for the proposed ETC.

7. Method of Application: Interested firms should submit their proposals on the company letterhead, duly signed by an authorized person. The proposal should include at least the following information:

The Federal Government of Nigeria (FGN) is currently implementing the Transforming Irrigation Management in Nigeria (TRIMING) project with a credit received from the International Development Association (IDA) and it intends to apply part of the proceeds for consulting services.

The TRIMING project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangement for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria

The Objective of the Assignment
The specific objective of this assignment will be to assess and establish the performance of the project activities in compliance with the TRIMING Project’s Integrated Pest Management approach. Environmental and Social Safeguards especially as outlined by the project’s Environmental and Social Management Framework (ESMF), the Project Appraisal Document (PAD), Environmental and Social Impact Assessments (ESIAS), Environmental and Social Management Plans, (ESMPs) and Resettlement Action Plans (RAPs) prepared for all civil works contracts in the participating irrigation schemes of Bakolori irrigation scheme (BIS), Kano River Irrigation Scheme (KRIs). Hadeija Valley Irrigation Scheme (HVIS) and Dadin Kowa Irrigation Scheme (DKIS) in order to develop a sustainable environmental and social management system (ESMS) in line with Nigeria’s environmental policies and laws and the World Bank Safeguard Policies.

The scope of the services would include, but not limited to:
The specific tasks for the Environmental and Social Safeguards Audit shall include but not limited to the following
• Develop an Inventory of all sub-projects in all participating irrigation schemes vis-à-vis compliance with the PAD, ESMF, ESMP, RPF, PMP, etc. in addition to an assessment of the safeguard operational constraints and concerns facing the project
• Verify compliance with Nigerian’s laws and regulations, World Bank Operational policies on the projects for all environmental and social aspects
• Assess the level of Implementation of and adherence to the mitigation measures/management plans prescribed in each scheme’s site specific Environmental and Social Management Plan (ESMP) during implementation and operational phases of the sub-project
• Investigate the environmental and social performance such as the evaluation of all environmental, and health and safety, concerns in terms of past and current impacts and compliance with relevant standards
• Assess the Monitoring plan as captured in the ESMP’s and implementation of the GBV prevention and Response Plan as well as labour influx.
