The National Primary Health Care Development Agency (NPHCDA) is a Federal Government Parastatal under the Federal Ministry of Health (FMoH) responsible for the development and strengthening of primary health care services including Immunization in Nigeria.

The NPHCDA is implementing a redesign of its national immunization supply chain. One main objective of the redesign plan is to construct a new Lagos Hub for storage and distribution of vaccines and other health commodities. There are two stores currently utilized as vaccine and dry goods stores, but they have insufficient storage space to accommodate the country’s need for the Lagos Hub.

The Government of Nigeria has received credit from the International Bank for Reconstruction and Development (World Bank) towards the cost for the redesign, and construction of a Hub with two megastores for vaccines and other health commodities. The project will also include construction of office accommodation as part of the Hub.

OBJECTIVES OF THE SUPERVISION CONSULTANT FOR CONSTRUCTION OF 3 HUB PROJECT
The objectives of consulting service are to assist the National Primary Health Care Development Agency to Implement the Project as follows:
a) To ensure high standards of quality assurance in the execution of work and completion of work within stipulated time period;
b) Comprehensive supervision of project implementation activities carried out by the Contractor to ensure complete compliance with the drawings, technical specifications and various stipulations contained in the Contract Documents
c) Efficient construction supervision by personnel who are experienced in modern methods of construction supervision and contract management.
d) Act independently and on behalf of the Agency to review all activities associated with Construction to ensure compliance of requirements of Contract Agreement to have a sound Project.
e) Report to Agency on the financial and technical aspects of the project.

FBN Quest Merchant Bank (“FBNQ MB”) has been appointed as financial adviser by the Lagos State Government (“LASG”) with regards to the procurement process for the Greenfield Railway Lines being planned by the Lagos Metropolitan Area Transport Authority (“LAMATA”) under the Lagos Rail Mass Transit (“LRMT”) network. The LRMT network is a major component of the Lagos Strategic Transport Master Plan (“STMP”) which was developed to guide the development of public transport infrastructure and services in Lagos State. The STMP is a transport plan put together under a series of intensive research, studies and analyses supported by the World-Bank for future transportation demands and needs of Lagos State as Nigeria’s commercial and economic hub and one of the world’s fastest growing mega cities. The railway lines are conceived as a viable alternative to road transportation and major corridors of high commuter traffic demand within and beyond the metropolitan Lagos extending to border areas of Ogun State.

As part of implementation of the STMP, LASG is developing an integrated urban transportation networks that includes four (4) rail lines namely Green, Orange, Yellow and Purple line in support of the long term strategic goals of the state. The aforementioned railway lines are being implemented through LAMATA – the authorized agency of LASG and also funded by LASG.

SCOPE OF SERVICES, TASKS (COMPONENTS) AND EXPECTED DELIVERABLES
General Supervision Considerations:
To achieve the core objectives of this assignment, the supervisory consulting firm will develop a work plan and provide qualified and skilled personnel in sufficient numbers to ensure the completion of the tasks listed below in a manner consistent with the international best practice and standards adopted for the NPHCDP

The scope of the assignment will include but not limited to the following:
The Scope of the Consulting services includes but is not limited to the following activities:

• Hand-over site to the construction contractor in company of the client and any relevant stakeholders
• Supervise the works and to approve the construction materials and workmanship.
• It will have no authority to relieve the Contractor of any of its duties or obligations under the contract.
• The Consultant will be responsible for the supervision of all construction work. The Consultant will administer the Construction Contract and ensure that the contractual clauses, with respect to both quality and quantity of work are respected and the works are constructed in accordance with the provisions of the Construction Contracts. The Consultant will be required to nominate a Representative who will be full time resident on the Project.
• The Supervision Consultant will make all necessary measurements and control the quality of works. The Supervision Consultant will make all engineering decisions required for the successful and timely implementation of the Construction Contracts in consultation with the Agency.
• The Supervision Consultant shall undertake a review of the Construction Contracts for the purpose of identifying any omissions, which compromise the completeness or consistency of the design. This review shall be carried out immediately after the services commence and shall be completed within two months. On completion of the review, the supervision consultant shall prepare a report on this review which sets out all findings and recommendations for making good any omissions identified. Notwithstanding the above, the Supervision Consultant shall immediately inform the Agency of any omission which may have a substantial impact on the Project at the time the omission is uncovered. The Supervision Consultant shall submit four copies of the review report to the Agency.

SAII Associates Ltd/GTE, an associate company of Chemonics International Inc., implements the United States Agency for International Development (USAID) Global Health Supply Chain Program – Procurement and Supply Chain Management (GHSC-PSM) project in Nigeria, USAID Prime Contract No. AID-OAA-I-15-00004, Task Order Nos.: AID-OAA-TO-15-00007, AID-OAA-TO-15-00009, AID-OAA-TO-15-00010, and AID-OAA-TO-16-00018 and the contract between The Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund) and Chemonics International Inc., (hereinafter referred to as “Chemonics”, or “GHSC-PSM”) is issuing a Request for Proposals (RFP) for Consultancy Services to undertake an Engineering Assessment of the Benue State Central Medical Store (CMS).

The purpose of this RFP is to seek proposals from consultants to conduct an engineering assessment of an existing structure and its associated access and utility services at Benue State Central Medical Stores located at No. 28 J.S Tarka Road, behind the School of Nursing High Level Makurdi, Benue State; the development of a warehouse floor plan, and the preparation of detailed engineering drawings, BOQs and specifications for building rehabilitation, site improvements and equipment for a fully functional pharmaceutical storage and trans-shipment facility to serve the state of Benue. The store within the site currently in use stores a range of pharmaceutical commodities – HIV/AIDS, Malaria, RH, MNCH and other essential medicines. It was last renovated in the 1970’s, however the existing store remains insufficient to meet the storage needs of health programs and therefore the resulting subcontract from this RFP will be completed with an assessment, aimed at bringing the Benue State Central Medical Stores (CMS) closer to meet pharmaceutical-grade standards and increase storage capacity to meet the storage needs of public health programs.

The TRIMNG Project Development Objective is to improve access to irrigation and drainage Services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.

Objective of the Assignment: The specific objective of the study will be to assess the potential environmental and social impacts of the Maradun multiple livelihood intervention in agriculture-based livelihood activities project as described above in the scope of work and prepare a detailed Environmental and Social Management Plan (ESMP)

The scope of the services: The core tasks for the consultancy assignment shall include but not limited to the following:
1. Review existing documentation of the TRIMING Project, all relevant safeguards documents and the PAD, ESMP, PIM and Environmental and Social impact Assessment prepared for the Bakolori irrigation scheme, Zamfara State.
2. Review Environmental and Social Safeguards polices of the World Bank especially, the applicable polices triggered on the project.
3. Describe the proposed project by providing a systematic description of the project relevant component and presenting plans, maps (proposed works, base camps, environmental and social sensitivities, staging areas, alternative routes etc. with details of XY coordinates), figures and tables.
4. Identify and summarize the policy, legal and administrative framework relevant to the project.
5. Define and justify the proposed project study area for the assessment and management of environmental and social risks and impacts.
6. Describe and analyze the environmental, social physical, biological, occupational health and safety conditions in the study area before project implementation.
7. Identify and assess the risk of labor influx and GBV on the subproject as well as recommend mitigation measures in managing the risk and potential adverse impacts associated with labor influx and GBV.
8. Define the potential environmental and social impacts resulting from proposed project activities and appropriate mitigation/enhancement measures to prevent, minimize, mitigate, or ameliorate for adverse impacts or to enhance the project environmental and social benefits, including responsibilities and associated costs.
9. Define other monitoring and implementation roles to include creation of awareness on STDs such as HIV/AIDS and other STIs, VAC and child labor, forced labor and other contractual obligations
10. Review institutional framework for environmental and social management. Etc.

1. BACKGROUND
The Bauchi State Government (hereinafter called “Borrower’) has received financing from the African Development Bank in the form of a “loan” toward the cost of inclusive Basic Service Delivery and Livelihood Empowerment Integrated Project (IBSDLEIP). The Bauchi State Programme Implementing Unit (PIU) the beneficiary of the loan intends to apply a portion of the proceeds of this loan to eligible payments under the contracts for Supervision Consultancy Services of the construction works in the State.

2. OBJECTIVES OF THE ASSIGNMENT
The objective of the consultancy services is to put in place a robust system for quality management of all works contract under this programme in line with the design and technical specifications to ensure there is value for money. This assignment is equally meant to strengthen government and the consultants capacity in construction and contract management and to review design and other related documents from time to time.

3. SCOPE OF WORK
This consultancy shall cover supervision, quality assurance, and certification of all works done under this programme for the year 2020 – 2021 in the selected locations. The following works are expected to be supervised:

A.  Construction of sanitation and town hall facilities in 3 Model Schools, 3 Model PHCs and 2 TVET centers covering

• Construction of 3 Town Halls, as per design and specification.

B.  Upgrade of 3 Model Primary Schools in three communities of Dagauda in Dambam LGA, Yalwan Duguri in Alkaleri LGA and Mashema in Itas/Gadau LGA. Comprising of the following:
• Construction of 19 blocks of classrooms, library and laboratories.
• Rehabilitation of 15 blocks of classrooms and libraries
• Construction of 3 perimeter fencing and gatehouses
• Construction of 3 recreational areas and 3 school gardens
• Construction of 15 blocks of teachers’ accommodation
• Construction of 3 Administrative blocks

C. Rehabilitation/upgrade of 3 PHCs in the three communities of Dagauda in Dambam LGA, Duguri in Alkaleri LGA, and Mashema in Itas/Gadau LGA, comprising the following:
• Rehabilitation/improvement of 3 main PHC blocks
• Construction of 15 blocks of nursing accommodation
• Construction of 3 perimeter fencing and gatehouse

D. Reconstruction/Rehabilitation of 2 TVET Centres at Azare in Katagum LGA and Bauchi in Bauchi LGA.
• Rehabilitation of 22 blocks of workshops and classrooms
• Construction of 8 workshops and classrooms
• Rehabilitation of 3 teachers’ accommodation

E.  Supervise the works so that all the contractual requirements are met by the contractor including those in relation to quality of the works, safety and environmental protection, with the following as key tasks and deliverables:-

T1 Collaborate with the SPIU to organise pre-bid during the solicitation stage and inception meeting marking the beginning of the execution of the contract. These meetings will provide opportunities to clarify all issues pertaining the contract. D1 inception Report
T2 Review contractors’ program of work and work method statement and grant approval for the document to be adopted on the project. The consultant will create a final project management plan given with inputs from the client and contractors. D2 Final management plan
T3 Deploy qualified personnel to supervise works in line with the approved project management plan, designs and technical specifications D3 Qualified staff deployed
T4 Create and share monthly progress reports for all sites using agreed formats D4 Monthly progress report
T5 Hold contract management meetings with Contractor and Client D5 Minutes of Contract management
T6 Advise client on needed revisions to existing designs if there is any possibility that may exist. D6 Up-to-date progress report
T7 Clarify all technical issues as they may arise in the life of contract D7 As above
T8 Create a data base for progress reports. D8 Data base of information
T9 Prepare valuation reports of all completed works to enable the client meet their payment obligations. D9 Evaluation report
