CONSULTANCY FOR MAPPING OF ANIMAL HEALTH AND VETERINARY SERVICES COVERAGE IN ADAMAWA AND BORNO STATES

This Terms of Reference (TOR) provides the description and work to be done to conduct Mapping of Animal Health and Veterinary Services coverage in Adamawa and Borno states in Northeast Nigeria under the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) funded Borno And Adamawa Women Poultry project implemented by Catholic Relief Services (CRS). The work required by this TOR includes feasibility of service provision for Animal Health and veterinary services.

PROJECT BACKGROUND
Catholic Relief Services – United States Conference of Catholic Bishops (CRS) is an international non-governmental organization supporting relief and development work in over 100 countries around the world. CRS programs assist persons because of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates. CRS has worked in Nigeria for more than 25 years. Through local partners, CRS has implemented programs in 24 of the country’s 36 states, demonstrating the agency’s extensive grassroots network and significant capacity to reach the rural poor. Focusing on agriculture, emergency response and recovery, and health, CRS is helping to strengthen health care systems, Catholic Church partners, other community-based organizations, and government institutions. CRS’S current projects are improving the lives of more than 1.4 million Nigerians.

With donor support from the European Union (EU) and German Federal Ministry for Economic Cooperation and Development (BMZ) through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Catholic Relief Services (CRS/Nigeria), a prime recipient is implementing the Borno and Adamawa Women Poultry Project. The 18 months Activity was awarded by GIZ Nigeria to CRS and its partner on 1st March 2020 as part of GIZ’s contribution to the support of Internally Displaced Persons and the Resilience of Host Communities in North and North-East Nigeria seeks to support vulnerable populations to contribute to creation of livestock employment opportunities in Borno and Adamawa states to improve participants’ living conditions and increase their income by producing and selling poultry and poultry products

The Activity will work with a coalition of partners to provide agricultural extension and health services (including treatment and vaccination), to serve vulnerable populations, strengthen the institutions that form the market system and the networks that serve smallholder poultry producers who have been disenfranchised by conflict, and facilitate the engagement of vulnerable women in poultry agribusiness activities

1.0 INTRODUCTION
The Niger Delta Power Molding Company Limited (NDPHC), a holding company for the National Integrated Power Project in compliance with the Public Procurement Act (PPA) 2007. Hereby invites reputable and interested contractors with requisite expertise and experience to submit an expression of interest for the under-listed projects:

1.1 Services

2.0 ELIGIBILITY REQUIREMENTS

(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31 December 2020: with minimum average annual turnover of N 5 million (for Services).

(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December 2020:
(e) Evidence of current Nigeria Social Insurance Trust fund (NSITF) Compliance Certificate valid till 31 December 2020;
(f) Evidence of Registration on the National Database of federal Contractors. Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP.
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Niger Delta Power Holding Company Limited or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(h) Company’s Audited Accounts for the last three (3) years 2017, 2018, 2019:
(i) Evidence of Registration with one of the following professional bodies; Nigerian Institution of Surveyors (NIS). Estate Surveyors & Valuers Registration Board of Nigeria (ESVARBON) or the International Right of Way Association (IRWA);
(j) Evidence of financial capability to execute the protect by submission of Reference Letter from a reputable commercial bank in Nigeria; indicating willingness to provide ere eke facility for the execution of the project when needed;
(k) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
(l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards/Valuations Certificates. Job Completion Certificates and Photographs of the Projects;
(m) List of Plants/Equipment with proof of Ownership/Lease (where applicable);
(n) For Joint Venture/Partnership. Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate. ITT Compliance Certificate. NSITF Compliance Certificate. IRR & Sworn Affidavit are compulsory for each JV partner)
(o) All documents for submission must be transmitted with a Covering/forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm

INTERNATIONAL LABOUR ORGANIZATION (ILO)-

REQUEST FOR PROPOSAL: SUPPORT FOR THE PROCESS OF VALIDATION OF OCCUPATIONAL STANDARDS IN THE AGRICULTURE AND CONSTRUCTION SECTORS IN GHANA, NIGERIA, AND TOGO

BACKGROUND AND INTRODUCTION

In September 2016, Heads of States at the UN General Assembly adopted the New York Declaration for Refugees and Migrants. The Declaration sought to ensure fair migration for all and strengthen the global governance of migration through the development of a Global Compact for Migration and a Global Compact for Refugees. Subsequently, in 2017-18, a range of intergovernmental consultations occurred for the planned adoption of the Global Compact for Safe, Orderly and Regular Migration, which was adopted by the UN General Assembly on 9th of December 2018[2].

The Compact rests on international conventions including the ILO’s standards for promoting decent work and labour migration. To this end, and recognizing the need for a Global Skills Partnership, Objective 18 is dedicated to the issue of investing in skills development and facilitating recognition of skills, qualifications and competences. It calls upon Member States to “Build global skills partnerships amongst countries that strengthen trainings capacities of national authorities and relevant stakeholders, including the private sector and trade unions, and foster skills development of workers in countries of origin and migrants in countries of destination with a view to preparing trainees for employability in the labour markets of all participating countries” (UNGC, 2018, 25-26).

Therefore, the ILO, in collaboration with the IOM, UNESCO, the IOE and the ITUC, is launching the Global Skills Partnership to support the development of skills partnerships between countries, along migration corridors, and within selected regions through knowledge sharing and technical assistance. Most international cooperation regarding the free movement of people focuses on highly skilled individuals. The Global Skills Partnership will, therefore, pay particular attention to low- and semi-skilled migrants. These migrants, who comprise a large share of migrants on the African continent, face constraints that hinder their mobility in regional labour markets. On the demand side, the lack of recognition of skills can pose barriers to mobility or result in de-skilling. In addition, restrictive immigration possibilities and the lack of work-permits and visas targeting occupations that require low or medium level skills, can curb opportunities for regular migration. The lack of legal protection resulting from unregulated and often temporary employment make semi-skilled and low-skilled workers more vulnerable to exploitation.

The highest incidence of low- and semi-skilled migration within the African continent is found in the West-African, Central African and Sahel region. Sectors such as construction, mining and services, attract semi-skilled migrants most of whom have completed secondary school or vocational education and training. The vast majority of low skilled migrants with basic or less than basic education work in agriculture, domestic services or engage in cross-border trade, predominantly in informal economy as this is where the majority of jobs are generated.

To ensure the context sensitive design and genuine grounding of the global skills partnership at the country, corridor and regional level, the ILO conducted two tripartite regional workshops in close collaboration with the respective sub-regional economic communities (RECs) under the umbrella of its existing SKILL-UP project. The workshops were conducted in 2019 and took place in (i) Yaoundé Cameroun in collaboration with the Economic Community of Central African States (ECCAS), and in (ii) Abuja, Nigeria in collaboration with the Community of Western African States (ECOWAS).

In the workshops, constituents identified, defined and planed for the implementation of tailored interventions to foster skills partnerships between governments, employers’ and workers’ organizations, training institutions, public employment services or national statistical institutes in countries of origin, destination and transit, considering the institutional framework for migration in selected countries.

Among the suggested interventions, tripartite constituents from Nigeria, Ghana and Togo pledged to strengthen mutual recognition of each other’s training certificates and/or harmonize curricula in key sectors / occupations affected most strongly by migration between the three countries. These sectors are agriculture and construction. In order to do so, five key occupations were selected within each sector, through a participative and inclusive process which involved a tripartite group of national constituents in the three countries. Occupational standards and qualifications in agriculture and construction sectors were then mapped against one another to identify commonalities and differences. These two phases were agreed upon with constituents to ensure the relevance of mutually recognized / harmonized education and training programs in the context of migration between the three countries.

4. The ECOWAS Commission invites Consulting Firms as communication agencies for the development of an interactive website for the ECOWAS Integrated Regional Strategy for Human Capital Development to submit their candidacy for the services described above.

The criteria for shortlisting are as follows:
(a) General Experience of the firm – Minimum five (5) years of demonstrated relevant experience delivering global and pan-African communications campaigns, developing strategic communications strategies, producing and executing social media strategies and content;
(b) Specific experience – Prior communications consulting experience in the areas of health, education, and social development is preferred; development cooperation and public sector experience (prior experience working with international institutions, regional organizations, or donors as well as prior experience working with clients in West Africa (or similar contexts) is strongly preferred);
(c) Availability of Relevant Staff to be assigned to the ECOWAS project, showing full list of staff along with their respective CVs providing details on competencies (At least a Masters or bachelor’s degree in either Communications, public relations, marketing, or relevant fields) as well as relevant experience in Human Development issues.
(d) Language: Strong English skills, with French skills strongly preferable. Translation capabilities required in absence of working French abilities.
NB: In addressing the above listed criteria, consulting firms must provide tangible evidence and detailed references for all claims made in terms of experience and capabilities, similar assignments, etc. Each reference provided should be summarized on a project sheet, and will be considered and accepted only if the candidate attaches supporting documents indicating the contact information of the contracting authorities so as to facilitate verification of the information provided, covering excerpts of contract (inner cover page; page with the signatures and the Terms of Reference) along with attestation(s) of good performance of each contract presented.

1. The Ogun State Water Corporation has received funds from the Agence Française de Développement French Development Agency towards the cost of Ogun Urban Water Supply Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for Supply and Installation of Customer Billing System Customer Relationship Management Systems and ancillary works for Ogun State Water Corporation under Organizational Technical Assistance Project.
