The Federal Government of Nigeria has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of the Special Agro – Processing Zones Program (SAPZ), and intends to apply part of the proceeds for the recruitment of consulting services, for which this REOI is issued.

The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with Special Agro – Processing Zones Program.

The consulting services (“the services”) include:
• Review the reports of similar studies by other donor-funded programs/projects in the states
• Develop relevant survey instruments for the study on biofortified rice and cassava
• Organize focus group discussions
• Train enumerators for the assessment
• Conduct field enumeration, ensuring the inclusivity of all SAPZ value chain actors in each of the states of the study
• Analyze and report the findings
• Design and conduct capacity building for SAPZ beneficiaries on biofortified rice and cassava

It is expected that this consultancy service shall be for a period of four weeks within which the consultant shall accomplish all the tasks including submission of final report to the Client.

This request for expressions of interest (REOI) follows the General Procurement Notice that appeared on the IFAD website on 17th April, 2023, on UNDB on 17th April, 2023.

The attention of interested consultants is drawn to IFAD’s Anti-Money Laundering and Countering the Financing of Terrorism Policy and the Revised IFAD Policy on Preventing Fraud and Corruption its Activities and Operations. The latter sets forth IFAD’s provisions on prohibited practices. IFAD further strives to ensure a safe working environment free of harassment, including sexual harassment, and free of sexual exploitation and abuse (SEA) in its activities and operations as detailed in its IFAD Policy to Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse.

Interested consultants shall not have any actual, potential or reasonably perceived conflict of interest. Consultants with an actual, potential or reasonably perceived conflict of interest shall be disqualified unless otherwise explicitly approved by the Fund. Consultants are considered to have a conflict of interest if they

a) have a relationship that provides them with undue or undisclosed information about or influence over the selection process and the execution of the contract, or

b) have a business or family relationship with a member of the client’s board of directors or its personnel, the Fund or its personnel, or any other individual that was, has been or might reasonably be directly or indirectly involved in any part of

(i) the preparation of the REOI,

(ii) the selection process for this procurement, or

(iii) execution of the contract.

Consultants have an ongoing obligation to disclose any situation of actual, potential or reasonably perceived conflict of interest during preparation of the EOI, the selection process or the contract execution. Failure to properly disclose any of said situations may lead to appropriate actions, including the disqualification of the consultant, the termination of the contract and any other as appropriate under the IFAD Policy on Preventing Fraud and Corruption in its Projects and Operations.

The client now invites expressions of interest (EOIs) from legally constituted consulting firms (not individual consultants) (“consultants”) to conduct of mapping of value chains actors in Kano State. The services include: undertake the mapping and analysis of all the stakeholders involved in Dawakin Kudu, Makoda, Kumbotso, Tofa, Gabasawa, Minjibir, Shanono, Gwarzo LGA of Kano State. Specifically, the consultants shall:

i. Conduct a comprehensive geographical mapping of the targeted LGAs.
ii. Identify key agricultural resources, including agricultural lands, water sources, and marketplaces.
iii. Provide detailed information of Farmers organization as follows:
– Crops grown, production volumes, Land size capacity.
– Number of membership count (Women % and Youth %),
– Existing Structure and Governance of the FO, and the Legal status
iv. Assess the existing infrastructure, such as roads, bridges, and storage facilities, relevant to the agricultural value chain in targeted LGAs.
v. Map out existing private entities involved in production and processing and assess their existing production and processing technologies capacities, states and efficiency.
vi. Analyze socio-economic and environmental factors affecting agro-processing activities in the targeted States.
vii. Provide comprehensive information on the value chain actors for the various commodities viz: Rice, Tomato, Groundnut and Sesame.
viii. Provide details of various farmers’ organizations and enterprise groups within the mapped area.
ix. Provide detailed maps and geospatial data for informed decision-making and program planning.
x. Recommendations and initiatives for FOs to enhance their market access, while:
– Improving quality and production efficiency
– Value chain coordination and alliances
– Post-harvest management
– Financial literacy and business acumen
– Value chain collaboration building, marketing and advertising
– Capacity building in logistics and business processes

Consultants and any of their personnel and agents, and their sub-consultants, sub-contractors, service providers, suppliers, sub-suppliers and any of their personnel and agents are required to fully cooperate with any investigation conducted by the Fund, including by making personnel available for interviews and by providing full access to any and all accounts, premises, documents and records (including electronic records) relating to this selection process or the execution of the contract and to have such accounts, premises, records and documents audited and/or inspected by auditors and/or investigators appointed by the Fund.
d. Consultants have the ongoing obligation to disclose in their EOI and later in writing as may become relevant: (i) any administrative sanctions, criminal convictions or temporary suspensions of themselves or any of their key personnel or agents for fraud and corruption, and (ii) any commissions or fees paid or to be paid to agents or other parties in connection with this selection process or the execution of the contract. As a minimum, consultants must disclose the name and contact details of the agent or other party and the reason, amount and currency of the commission or fee paid or to be paid. Failure to comply with these disclosure obligations may lead to rejection of the EOI or termination of the contract.
e. Consultants are required to keep all records and documents, including electronic records, relating to this selection process available for a minimum of three (3) years after notification of completion of the process or, in case the consultant is awarded the contract, execution of the contract.

1. INTRODUCTION
The Federal Government of Nigeria has allocated funds to the National Blood Service Agency (NBSA), an Agency of the Federal Ministry of Health, in the 2025 Appropriation Act for the financial year 2025, including Take-off Grant for the procurement of Goods, Works and Services for the execution of its policies, programmes, and projects towards achieving the mandate of the Commission. In compliance with the Public Procurement Act, 2007 as regards procurement of Goods, Works and Services, NBSA invites interested and qualified bidders for the procurement of the following listed Projects in 2025 Appropriation:

3. ELIGIBILITY REQUIREMENTS:
Interested and competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out any of the Projects listed above are required to submit the following documents which will be subjected to verification and due diligence by the Agency:

A. Mandatory/Responsive Requirements: Failure to fulfill any of the under-listed requirements will render a bid, disqualified:

(i) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC1 or CAC2 and CAC7. Business Name with Form BN1 is also acceptable for Consultancy Services

(ii) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last Three (3) years expiring 31st December 2025

(iii) Company’s Audited Accounts for the last three (3) years – 2022, 2023 & 2024;

(iv) Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);

(v) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above.

(vi) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2025;

(vii) Evidence of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by Bureau of Public Procurement (BPP);

(viii) Reference Letter from reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.

(ix) Evidence of current premises Registration with Pharmacists Council of Nigeria for Supply of Drugs;

(x) Only Companies included in the National Automotive design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for vehicles (LOT:NBSA/A4

(xi) A Sworn Affidavit:
– that none of the Directors has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; and
– disclosing whether or not any officer of relevant committees of the National Blood Service Agency or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
