INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI) (TECHNICAL AND FINANCIAL) FOR 2025 PROJECTS
1. INTRODUCTION
The Nigeria Security and Civil Defence Corps (NSCDC) is desirous of utilising part of the funds under the Year 2025 Appropriation Act to execute Projects in Abuja and other parts of the country. Accordingly, the Corps invites qualified, interested and eligible Contractors to tender for the following Projects/Works:

Lot W1: Renovation of Male and Female Hostel at NSCDC Training College Katsina, Katsina State
Lot W2: Construction and Furnishing of Divisional Office at Kagarko Town, Kagarko LGA, Kaduna State
Lot W3: Perimeter Fencing of NSCDC Training College Udege, Nasarawa State
Lot W4: Perimeter Fencing of NSCDC Training College Katsina, Katsina State
Lot W5: Renovation of 24 Classrooms at NSCDC Training College Katsina, Katsina State
Lot W6: Renovation of 36 Unit of Two Bedroom Apartment Staff Quarters at NSCDC Training College Katsina, Katsina State

CATEGORY C: SERVICES
Lot S1: Digitalisation of Administrative System and E-Records Management at NHQ Abuja
Lot S2: Establishment of Geospatial Intelligence Data Analysis Centre (NSCDC-GIDAC)
3. ELIGIBILITY REQUIREMENTS
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7. Business Name with Form B1 is acceptable for Services;
ii. Evidence of updated Annual Returns with CAC;
iii. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Certificates of all the Partners in case of Business Name) for the last three (3) years – 2022, 2023, 2024, valid till 31st December, 2025, minimum average turnover of over Thirty Million Naira (N30 Million for Goods and Works) and Twenty Million Naira (N20m for Services);
iv. Evidence of current Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above);
v. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above; bidder’s annual turnover is N50m and above);
vi. Evidence of Nigeria Social Insurance Trust fund (NSITF) Clearance Certificate valid till 31st December, 2025;
vii. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid certificate issued by BPP;
viii. Sworn Affidavit disclosing whether or not a Director, Management Staff, member of Bureau of Public Procurement is a former or present Director, Shareholder or has pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
That no Director has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any winding up petition or proceedings;
That the Company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
ix. Company’s Audited Accounts for the last three (3) years – 2022, 2023 and 2024.
x. Comprehensive Company’s Profile with Curriculum Vitae of Key Staff and copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc;
xi. Verifiable documentary evidence of at least three (3) similar jobs in the last five years including Letter of Awards, Valuation Certificates and/or Job Completion Certificates;
xii. List of Plants/Equipment with proof of Ownership/Lease Agreement for jobs in Category ‘A’;
xiii. Reference letter from reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the Project when needed.
xiv. Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers or their accredited representatives should apply for supply of vehicles;
xv. Medical and Health Equipment; Letter of Authorization from the Original Equipment Manufacturers listed in the approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospital in Nigeria;
xvi. For supply of other equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
xvii. Services: Evidence of Firm’s current registration with relevant regulatory professional body(ies) such as security background firms, media consulting firms, etc;
xviii. All documents for submission must be transmitted with a Covering /Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
