1. INTRODUCTION
The Ministry of Petroleum Resources has appropriated funds in the 2020 Capital and Recurrent Budget For the execution of its projects.

2. Accordingly, in compliance with the Public Procurement Act, 2007, the Ministry hereby notifies all interested and qualified Contractors and Consultants with relevant experience for consideration for the execution of the following under-listed projects.

3. Attention of all interested and reputable Contractors and Service Providers are drawn to the following:
i. The Procurement of the projects listed above will be subjected to Due Process Mechanism which would be transparent to all interested and eligible bidders who wish to participate.
ii. Bidders are advised to kindly be on the lookout for Specific Procurement Notice within the year when these projects would further be defined by the conclusion of the 2020 Appropriation and Budgetary Releases, and
iii. Specific projects will be published in the National Dailies, Federal Tenders Journal, and the Notice Board of the Ministry as well as the Ministry’s website (www.mpr.com).

1. INTRODUCTION
(1.1) The National Environmental Standards and Regulations Enforcement Agency (NESREA) is a governmental organization responsible for the protection and development of the environment. biodiversity conservation and sustainable development of Nigeria’s natural resources in general and environmental technology including coordination and liaison with relevant stakeholders within and outside Nigeria on matters of enforcement of environmental standards regulations, rules, laws, policies and guidelines.
(1.2) Experience and competent Suppliers/Contractors/Consultants are Invited to apply for the Technical and financial bids under category A&B and submit Expression of interest(EOI) under category C of the various projects of the Agency for the 2020 fiscal year.

2. SCOPE OF WORK/GOODS/SERVICE

ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR ENGAGING A FIRM TO DEVELOP A SUSTAINABILITY PLAN FOR THE ENERGIZING EDUCATION PROGRAMME (EEP)

The Federal Government of Nigeria (FGN} has received financing from the African Development Bank (ADB) for the cost of Nigeria Electrification Project (NEP). The Rural Electrification Agency, the implementation Agency of I the FGN, intends to apply part of the proceeds of this loan to payment under the contract for the Consultancy Services for the development of a Sustainability Plan for Solar PV Hybrid/Gas-Fired Power Plants, Existing Distribution Network Upgrade, Streetlights and Training Centres Under The Energizing Education Programme (EEP).

The scope of work for this assignment shall primarily include but not limited to the following:
• Development of a Sustainability Plan that will provide a set of recommendations covering well considered solutions, processes, activities, and commercial models that will ensure the continuous and effective ownership, operation, revenue collection maintenance and overall financially sustainable management of the projects under the EEP for a minimum period of fifteen years post successful conclusion of the construction phase thereof.
• Identification of the appropriate business model to include only the institutional. Legal and Commercial/Financial Components.
• Support on the definition of the Legal Agreements. Definition of the roles and responsibilities of each stakeholder (REA, University, EPC/0&M Contractor. Distribution Company, on-campus commercial activities, students, etc.) and support on the drafting of the adequate agreements between them (MoU, PPA, O&M contracts, etc.).
• Support en the definition of the ownership structure: Support the definition of the best ownership structure regarding the scope of the project.
• Student engagement: Definition of the areas of potential involvement from the students.
• Preparation of a Financial Model for each university. This strategy should promote energy efficiency for those activities and should provide a financial contribution to the O&M costs of the future plants. The financial model should be run to ensure the financial sustainability of the plants, the renewable energy work training centres, and the install street lighting. The scope of the Financial Model should include the following:
o OPEX:
o CAPEX (also considering where CAPEX may not be available):
o Revenue sources for each university:
o Output should be one average sustainable tariff:
o Tariff blocks for the different identified tariff groups
o Design financial indices for the min utility, and
o Make provisions for required investments for the year.
• Design a Billing Strategy: Based on the financial model, a tariff structure, a billing process and the infrastructure and resources needed for the customer interface need to be designed in order to implement a billing strategy for the on-campus commercial activities.
• In addition to the national allocations, one potential source of revenues can be the installation of meter on all on-campus commercial activities (Internally Generated Revenue).

2. CONDITIONS FOR ELIGIBILITY
All bids must be accompanied with the Following:
i. Evidence of company registration with Corporate Affairs Commission (CAC) and supporting documents (Forms CAC2 and CAC7)
ii. Evidence of Company Income Tax Clearance Certificate for the last three (3) years (2017/2018/2019) valid till 31st Dec 2020
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2020.
iv. Evidence of current NSITF Compliance Certificate valid till 31st December, 2020
v. Evidence of current TF Compliance Certificate valid till 31st December, 2020.
vi. Evidence of relevant DPR Permit valid till 31st December, 2020
vii. Evidence of Registration on the National Database of Federal Contractors Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/09/2020 or valid certificate issued by BPP

Sworn affidavit disclosing whether or not any officer of the relevant committees of the Nigerian Content Development and Monitoring Board (NCDMB) or the Bureau of Public Procurement is a former or present Director, shareholder or has a pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars .
ix. Company’s Audited Accounts for the last three years (2017/2018/2019)
x. Evidence of financial capacity to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, including a willingness to provide credit facility for the execution of the project where necessary
xi. Company Profile with list of key technical personnel of the company, the Curriculum Vitae of key staff to be deployed for the project, including couples of their academic qualifications and relevant professional certification
xii. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards Valuation Certificates Job Completion Certificates pictures of the projects
xiii. List Of plants/equipment with proof of ownership (where applicable)
xiv. For Joint Ventures/Partnership. Memorandum of Understanding should be provided (MoU)
xv. In pursuance of the Consumer Protection, Information, and Education mandate of the Commission, the Consumer Affairs Bureau (CAB) seeks to establish a robust database of Consumer Advocacy Groups. The database will serve to inform and educate telecom consumers on their rights and responsibilities as well as create awareness of the Commission’s activities and industry trends.

B. OBJECTIVES
The objective is to retain a pool of genuine Advocates who are passionate about consumer protection and are willing to:
• Inform and educate telecom consumers.
• Protect consumers from abuses, exploitation, and deceit.
• Assist NCC to educate telecom consumers on their rights and obligations.
• Bridge the communication gaps existing between consumers and the regulator on one hand, and the operating companies on the other.
• Obtain useful feedback to improve telecom service delivery.

C. SCOPE OF WORK
The scope of the engagement shall include:
1. Assist the Commission in creating consumer awareness and education;
2. Sensitize telecom consumers and bridge information gaps on relevant consumer issues;
3. Assist in mobilizing and enlightening some target consumers such as market women, artisans, the unskilled and the grassroots at various programmes and regulatory interventions by the Commission that benefit the consumers;
4. Provide a leverage for the Commission to execute consumer centric projects that will cover the six (6) Geopolitical zones and impact telecom consumers in the nook and crannies of Nigeria.
5. Assist in reaching out to special groups like the “Differently Abled People” to ensure all-inclusive participation in the Nigerian telecom space.
