SECTION A: BACKGROUND
The Integrated Health Program (IHP) – Nigeria is a USAID/Nigeria-funded five-year flagship project which started in 2018 and is aimed at strengthening the health systems for improved access to and quality of PHC services in supported States in Nigeria.

IHP covers seven intervention areas: Health Systems Strengthening; Maternal Health; New¬born Health; Child Health; Reproductive Health/Family Planning; Nutrition, and Malaria.

The project will be implemented at the National level and in Ebonyi, Kebbi, Sokoto, FCT, and the Bauchi States.

In compliance with procurement best practices, IHP is calling for Expression of Interest (EOI) from interested, competent, and qualified, duly established companies in Abuja-FCT to participate in the pre-qualification exercise in any of the areas of specialized categories of goods, services, or works below:

(3) Evidence of legal registration of the company (CAC registration certificate, FORMC07, and FORM Co2);

(6) Evidence of possession of experience in the line of business you are applying for. Where possible, provide reference letters from at least five (2) reputable organizations, preferably NGOs, attesting to an active or past business relationship and level of performance (the letters or lists must have relevant addresses, contact persons, telephone numbers, and emails) for due diligence confirmation;

3. ELIGIBILITY REQUIREMENTS (NIGERIAN COMPANIES ONLY)
Suitable Nigerian Companies are invited to participate in the prequalification exercise by submitting the following pre-requisite requirements:
(a) Certificate of Incorporation with the Corporate Affairs Commission (CAC) in Nigeria with forms C02 and C07.
(b) Current Tax Clearance Certificate for the past three Years valid till December 2019
(c) Three years Company Audited Financial Statement for the period of 2018 – 2020 duly stamped by a registered Audit firm.
(d) PENCOM Compliance Certificate valid till 31st December 2021.
(e) Industrial Training Fund (ITF) Compliance Certificate Valid till 31st December 2021.
(f) Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2019.
(g) NEMSA Compliance Certificate valid till 31st December 2021,
For Joint Venture Partnerships, the Joint Venture Agreements must be signed by all the parties, a copy of which must be attached. In addition, all partners meet the above requirements.

4. QUALIFICATION REQUIREMENTS
The under-listed qualification requirements applies to Applicants, including joint ventures
(a) Minimum average annual turnover over the past three (3) years: Two hundred and fifty Million Naira (NGN250,000,000.00)
(b) The Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements.
(c) Evidence of Experience of at least two (2) projects of similar nature and complexity completely executed in the last five (5) years, including final Taking-Over Certificates from clients.
(d) Company Profile including Populated organizational structure and key professional staff with relevant experience on high voltage power lines and substations.
(e) All equipment, materials and switchgear to be imported and used under the TCN/KAEDC SLA Projects must come from Manufacturers who have EU, USA or Japan certification and or KEMA such as can be shipped via Europe. Evidence of such Certification must be submitted along with Prequalification Documents. Companies will not be allowed to change Origin before or after submission of OEM Documentation.

5. SUBMISSION OF DOCUMENTS
One soft and two hard copies of the documents are to be submitted. The names and mailing addresses of the applicant Companies must be clearly marked on the envelope(s) bearing the submissions. All the information requested for pre-qualification must be provided in English Language by all applicants.
