1. INTRODUCTION
The Federal College of Animal Health Moor Plantation, Apata, Ibadan: wishes to invite reputable contractors/consultants with relevant proven competence and experience to submit tenders for the execution of the following projects.

3. ELIGIBILITY REQUIREMENTS
Prospective bidders must submit the under-listed requirements to be eligible in these procurements:
(i) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC7;
(ii) Company’s Tax Clearance Certificate for the last Three Years (2018, 2019, 2020) expiring on 31st December 2021: with a minimum average annual turnover of N250 Million for Lots T1 & T2 and N100 Million for Lot T3;
(iii) Evidence of filing of annual returns (evidence of payment) for the last three (3) years (2018, 2019, 2020).
(iv) Evidence of Pension Clearance Certificate valid till 31st December 2021 (applicable where number of staff is at least 15);
(v) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
(vi) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2021;
(vii) Evidence of Registration on the National Database of Federal Contractors. Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.;
(viii) Sworn Affidavit:
• That the Company is not in receivership, Insolvent or bankrupt
• That the Company does not have any Director who has over been convicted in any court in Nigeria or any other Country for criminal offence in relation to fraud or financial impropriety.
• Disclosing whether or not any officer of the relevant committees of the Federal College of Animal Health, Moor Plantation Apata Ibadan, Oyo State is a farmer or present Director. Shareholder or has a pecuniary interest in the bidder and
• That all documents submitted are true and correct in all particulars
(ix) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.;
(x) List and verifiable documentary evidence of at least three (3) Similar Job(s) successfully executed in the last five (5) years including letters of award and job completion certificates;
(xi) List and verifiable documentary evidence of construction equipment with proof of ownership or lease agreement.
(xii) All bidders should include evidence of current Health, Safely and Environment (HSF) procedures, plan, manuals, and HSE performance statistics over the last three (3) years including HSE manuals and accident Statistics for the past Five(5) years
(xiii) Submit a plan on how to give first consideration to services provided from within Nigeria, raw materials, and manufactured goods of Nigerian origin in line with the requirement of Nigerian Content.
(xiv) Lot T3: Evidence of Registration with National Electricity Management Services Agency (NEMSA) is required.
(xv) Lot T3: Letter of Authorization as representatives of the Original Equipment Manufacturers (OEMs).
(xvi) All documents for submission must be transmitted with a covering/ forwarding letter under the Company Firm Letterhead paper bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact address, Telephone number (preferably GSM No) and email address. The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF BID DOCUMENTS
Interested and competent bidders are requested to collect bid documents from the address below, upon presentation of evidence of payment of non-refundable tender fee of Ten thousand Naira only (N10,000.00) paid into the Federal College of Animal Health, Moor plantation Ibadan’s Remita account in any reputable Commercial Rank in Nigeria.

5. SUBMISSION OF BID DOCUMENTS
Completed Technical and Financial bids in separate envelopes (two sets of hard copies) and clearly marked “Technical ” and “Financial” bid shall be submitted. The two envelopes should be enclosed in a large envelope labelled “Technical & Financial Bids” with the project Name at the Top right-Hand Corner with the Company Name Behind and address to:

a. Interested Companies/Firms are required to submit the following documents; Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
b. Evidence of Company Income’s Tax Clearance Certificate for the last three years (2018, 2019 and 2020);
c. Evidence of pensions Clearance Certificate valid till 31st December, 2021. (applicable where number of staff is at least 15)
d. Evidence of industrial Training Fund (ITF) compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
g. For supply equipment: Evidence of Authorizations as representative of the Original Equipment Manufacturer (OEM)
h. Sworn Affidavit
– That the company is not in receivership, insolvent or bankrupt
– That the company does not have any Director who has ever been convicted in any court of law in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
– Disclosing whether or not any officer of the relevant committees of the Metallurgical training Institute, Onitsha or the Bureau of public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
i. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including letter of Awards, Valuation Certificates and job completion Certificate and job completion certificate and photograph of the projects.
j. Unabridged Company’s Audited Accounts for the last three years- (2018, 2019 and 2020);
k. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
l. Detailed company’s profile curriculum vitae of key staff to be deployed for the project and copies of their Academics/professional qualifications;
m. All documents for submission must be transmitted with a Covering/Forwarding letter under the company’s letter head paper bearing amongst others, the registration Number (RC) is issued by the CAC, Contact Address, Telephone Number (preferably GSM No) and email address. The letter head paper must bear the Names and Nationalities of the Director of the company at the bottom of the page, duly signed by the authorized officer of the firm.

The widespread occurrence and small-scale production of limestone in Nigeria indicate the potential for development and commercializing limestone granules to meet the demand and supply gaps and boost agricultural production.

3. OVERVIEW OF THE SOLID MINERALS DEVELOPMENT FUND
The solid Minerals Development Fund (“SMDF” or the “Fund”) is a Government-owned Fund established to drive investments in Nigeria’s mining sector. The Fund was established in 2007 by the Federal Government of Nigeria through the 2007 Minerals and Mining Act. SMDF is a unique government funding vehicle focused on driving critical interventions that maximize the recovery and impact of capital deployed. The mandates of the Fund include the development of physical and human capacity in the Nigerian mining sector, funding for geoscientific data gathering storage, and retrieval to meet the needs of the private sector-led mining industry, equipping the mining institutions to enable them to perform their statutory functions, funding for the extension services to small scale and artisanal mining operators and provision of mining-related infrastructure in mines land
