A.BACKGROUND
ACHIEVING HEALTH NIGERIA INITIATIVE (AHNI) is not-for-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes expert in health, education, nutrition, environmental, economic development, civil society, gender equality, youth, research, humanitarian services and technology – creating a unique mix of capabilities to address today’s interrelated development challenges. AHNI is supporting the government of Nigeria (GON) to enhance sustained cross sectional integration of HIV/AIDS services by building Nigerian capacity to deliver sustainable high quality, comprehensive, prevention, treatment, care and related services in various states within Nigeria.

AHNI is hereby seeking for the services of interested and eligible Audit firm to provide year-round statutory audit for AHNi as per the scope below:

B.SCOPE OF WORK(SoW)
The scope of Work includes but not limited to the following:
Conduct Statutory and Yellow Book audit and report on the financial statements of Achieving Health Nigeria Initiative;
Conduct the audit in accordance with International Standards on Auditing (ISAs), as promulgated by the International Auditing and Assurance Standards Board (the “IAASB”);
Obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to express an opinion on whether the financial statements give a true and fair view of the financial position, financial performance and cash flows of Achieving Health Nigeria Initiative in accordance with International Financial Reporting Standards (IFRS), and in a manner required by Financial Reporting Council of Nigeria Act No 6, 2011 and the provisions of the Companies and Allied Matters Act, CAP C20, Laws of the Federation of Nigeria 2004;
As part of an audit in accordance with ISAs, exercise professional judgment and maintain professional skepticism throughout the audit;
Identify and assess the risk of material misstatement of the financial statements, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is adequate and appropriate to providing a basis for management opinion;
Consider the nature, timing, and the Company’s internal control over financial reporting and identify all significant deficiencies;
Conclude on the appropriateness of management’s use of he going concern basis of accounting and, based on the audit evidence obtained, whether a materials uncertainty exists related to events or conditions that may cast significant doubt on the company’s ability to continue as a going concerns;
Evaluate the overall presentation, structure and content of the financial statements, including the disclosures and whether the financial statements represent the underlying transaction in a manner that achieves fair representation;
Obtain appropriate audit evidence regarding the financial information of AHNI to express an opinion on the financial statements;
In accordance with the ISAs, communicate certain matters related to the conduct and results of the audit to those charged with governance. Such matters include:
Responsibility under ISAS for forming and expressing an opinion on the financial statements that have been prepared by management with the oversight of those charged with governance.

C.DELIVERABLES:
The deliverables include but not limited to the following:
Communicate in writing significant deficiencies in internal control identified during the audit of the Company’s financial statements.
Communicate to management and those charged with governance all circumstances affecting the final form and content of our report.
Submit nine (9) copies of both Statutory and Yellow Book Audit reports.

REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR THE REPAIR OF OXYGEN PLANTS IN FEDERAL TERTIARY HOSPITALS IN NIGERIA

1.0   INTRODUCTION
The government of Nigeria, through the Country Coordinating Mechanism (CCM) of the Global Fund to fight AIDS AIDS TB and Malaria has received a grant to support Nigeria’s response to COVID-19. This support is aligned with the National COVID-19 Pandemic Response Plan developed by the Presidential Task Force on COVID-19. The PTF recently conducted a mid-term review of the response during which critical areas of intervention were identified for support. One of such areas is the supply of medical oxygen at the health facilities serving as isolation centres. To address this need, the Global Fund project in the National Agency for the Control of AIDS (NACA) intends to use funds from the COVID 19 RM (C19 RM) grant for the procurement of project management consultancy services for the repair of oxygen plants at federal tertiary hospitals in 36 states of the Federation.

2.0   SCOPE OF SERVICES
This Request for Expression of Interest (REOI) is to solicit the services of reputable consultancy firms with relevant experience in the design, servicing, and maintenance of oxygen plants to manage the repairs of oxygen plants at the tertiary hospitals in 36 states and Federal Capital Territory of the Federation. The scope of this assignment is as follows:
1.Site assessment of the oxygen plants at the tertiary hospitals to ascertain their status of functionality
2.Detailed report of the site assessment describing the status of each oxygen plant and clear recommendations on steps to take to get it optimally functional
Development of detailed bill of quantities and estimated cost of repairs for each of the oxygen plants assessed
1.Management and supervision of the repairs of the oxygen plants by vendors
2.Submission of detailed project implementation report
3.Submission o detailed planned preventive maintenance plan for each of the oxygen plants

3.0   ELIGIBILITY CRITERIA
Please read this section carefully and ensure that the entire requested information is included in your submission. Evaluators will neither make assumptions nor draw inferences regarding missing or incomplete information.

Submission should be comprehensive and address all requirements as stated below in chronological order:

1.Company’s Profile with the Curriculum Vitae of Key Staff
2.Evidence of company registration (certificate of incorporation of the company) including Forms CAC2 and CAC7.
Evidence of Company Income Tax Clearance Certificate for the last three years (2017, 2018 and 2019).
1.Duly Certified Company Audited Accounts for the last 3 years (2017,2018 and 2019)
2.Must have a minimum of 3 years of experience in the provision of similar services.
3.Turnover of at least NGN50 Million in the last three years
Evidence of PENCOM Compliance Certificate expiring by December 2020.
Evidence of Industrial Training Fund Certificate (ITF) Compliance Certificate expiring by December 2020.
1.Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance certificate expiring by December 2020
2.Sworn Affidavit disclosing whether or not any officer of the National Agency for the Control of AIDS or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
3.Evidence of financial capability to execute the contract by submission of Reference Letter from a reputable commercial bank in Nigeria
Verifiable documentary evidence of at least three (3) similar jobs executed in the past including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
Possession of Engineering and relevant authorization license from Government or Certifying Agencies – i.e. COREN, etc.
Evidence of relevant professional certification related to this assignment

Note that only shortlisted firms with submissions that meet all the requirements above will be invited to submit their detailed Technical and Financial proposals.

BACKGROUND:
Sexual and Gender-Based Violence, Harmful Practices, Child and Early Female Marriage, and prevention of access to Sexual and Reproductive Health Services are symptomatic of underlying issues embedded in socio-cultural norms and practices that have prevailed across communities in Nigeria for a very long time.

It is, therefore, no surprise that progress towards the prevention of S/GBV and other related harmful gender practices has been slow; with significant resistance from communities and individuals across the country. Partly, the problem stems from the culture of tolerance and silence about GBV issues. Incidents of sexual and gender-based violence are under-reported due to social stigmas and cultural norms that are likely to make reporting particularly difficult.

OBJECTIVES
Interventions under this project were implemented in three broad components including Second Chance Education, Business and Financial Literacy Capacity Building, and Access to Market and Financial Support.
