ELIGIBILITY FOR PARTICIPATION

To participate in the process, an interested party must not be a public officer of Anambra State Government.

1. BIDDING PROCESS:
(i) Bidding is competitive.
(ii) Bid forms must be submitted alongside 10% of the bid amount in certified Bank Draft payable to the Anambra State Government
(iii) Bid submission must be made in sealed envelope BID FOR PROPERTY….. “Plot No….. Enugu” on the top left corner of the envelope
(iv) The certified Bank Draft for unsuccessful bidders will be returned/refunded once the bidding process is concluded.
(iv) The successful bidders will be required to pay the outstanding balance of 90% of the bid price within 30 calendar days of the bid submission deadline, failing which the 10% deposit becomes non- refundable and the property can be offered to other buyers.
(v) NOTE PROPERLY that bids cannot be withdrawn or cancelled once submitted.

PREAMBLE
The EDO STATE ESSENTIAL DRUGS PROGRAMME on behalf of the Edo State Government wishes to apply part of its approved budget for the fiscal year to procure Essential Medicines and Medical Materials.
Consequently, the Edo State Essential Drugs Programme hereby invites interested, competent and reputable companies who have relevant expertise and experience in the supply of Essential Medicines and Medical Materials for prequalification.

DESCRIPTION OF THE PROJECT
The tender documents are available in four (4) lots.

Lot I Liquids and Semi-Solid Preparations -Suspensions, Syrups, Creams, Eye/Eye Drops, Ointments, Lotions
Lot II Solids, Dosage Forms – Tablets, Capsules, Caplets
Lot III Parenterals – Infusions, Injections
Lot IV Medical Dressings

PREQUALIFICATION (TECHNICAL AND FINANCIAL REQUIREMENTS)
All interested companies are required to submit the under listed documents/information as basis for short¬listing for further evaluation and procurement process in which financial bids will be requested and reviewed accordingly:
(i) Evidence of Up to date registration with the Edo State Public Procurement Agency
(ii) Evidence of up to date registration of the company and Superintendent Pharmacist with the Pharmacists Council of Nigeria (PCN).
(iii) Evidence of similar contracts executed in the last three (3) years (letter of award and completion certificate) will be an added advantage.
(iv) A sworn affidavit disclosing
(a) That the bidder is neither in receivership nor a subject of insolvency/ bankruptcy/winding up proceedings.
(b) That none of the bidder’s directors has ever been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
(c) That all information presented in the bid is true and correct in all particulars and can be verified.
(d) Packaging/ presentation of technical bid, that is documents, should be presented in the exact order they are listed out under these eligibility and capability criteria.

The Federal Republic of Nigeria has received a loan of US$60 Million equivalent from the International Fund for Agricultural Development (IFAD) toward the cost of the Livelihood Improvement Family Enterprise Project- Niger Delta (LIFE-ND) and intends to apply part of the proceeds to payments for Goods, Works, and Consulting/ Non-Consulting services to be procured under this program. Specifically, the program will undertake the following:

(1) Procurement of Works (Rural Roads, Land Development, Water Supply Schemes, markets, Agro buildings, processing and storage facilities), General renovation works.
(2) Procurement of Goods -Office Equipment, Office Furniture, Generating set, GPS Climate Smart Agriculture equipment, Agro Processing Equipment, Agro Inputs.
(3) Procurement of Consultancy and related services including: – Training of incubators and Incubatees/Apprentices, Training on procurement/ financial management, Operation and Maintenance, Supervision Planning and Reporting. M & E services, Procurement Advisory services, Policy and strategy formulation, Agricultural Extension Services, Climate Change and Environment, Rural Institution strengthening, Financial Inclusion Services and Rural Infrastructure Services, General training and Technical assistance , Knowledge Management and Communication services.
(4) Procurement of Non-Consultancy services – Hotel and Catering services, Janitorial services, Office maintenance and security, Event management.

The program includes the following components: (a) Enhancement of economic opportunities for rural youth and women which includes Support to Rural Agribusiness Incubation, Production and Marketing Infrastructure Support to Agribusinesses, Financial Inclusion support for Agric Business, Rural Institution Strengthening and Knowledge Management (b) Program Management and Coordination.
