1. INTRODUCTION
The Federal Government of Nigeria (FGN) received a loan from the International Fund for Agricultural Development (IFAD) towards the cost of the Value Chain Development Programme (VCDP) and intends to use part of the proceeds towards the payment for the procurement of Motor Vehicles.

The VCDP is a programme presently being implemented in nine states of Anambra, Benue, Ebonyi, Enugu, Kogi, Nasarawa, Niger, Ogun and Taraba.

The programme includes the following components: (a) Agricultural Market Development which includes Support to value addition and market linkages. Support to market infrastructure): (b) Small Holders Production Enhancement which includes (Support to farmer’s organisation and Support to smallholders’ production) and (c) Programme Management and Coordination.

Its primary goal is to reduce poverty and sustainably enhance accelerated economic growth; whilst the specific Programme Development Objective (PDO) is to increase incomes and enhance food security for rural poor households engaged in production; processing and marketing of rice and cassava in the targeted LGAs of the nine targeted states on a sustainable basis.

2. This IFB follows the General Procurement Notice that appeared on the IFAD website on 20th October, 2015 the United Nations Development Business (UNDB) Online on 20th October 2015.

3. The Purchaser now invites sealed bids from eligible entities (“Bidders”) for the procurement of Motor Vehicles

More details on these goods and related services are provided in the Schedule of Requirements in this Bidding Document.

4. This IFB is open to all eligible Bidders who wish to respond. Subject to restrictions noted in the Bidding Document, eligible entities may associate with other Bidders to enhance their capacity to successfully carry out the assignment.

1. OVERVIEW
USAID’s Integrated Health Program(IHP) would like to invite qualified local entities, Nigerian Non-governmental Organizations (For-Profit and Not-for-Profit), non-governmental professional associations, training institutions and other qualified organizations to submit Expressions of Interest (EOI) with respect to technical, managerial and other aspects of the program described below. The EOI may come as a single entity application or as a consortium IHP is seeking interested eligible organizations that have interest in training in Ebonyi and or FCT to implement a grant for competency-based skills training of healthcare providers at Primary Healthcare Centres (PHCs) and private health facilities (PHFs) on child health, immunization and nutrition services in Ebonyi and or FCT. This training will use a Low Dose High frequency (LDHF) modular training approach and will involve onsite facility-based training, supervision and clinical mentoring of the health workers on child health thematic areas including Integrated Management of Childhood Illness (IMCI), Infant and Young Child Feeding (IYCF) and other areas of Nutrition and Routine Immunization. The roll out will be in IHP supported facilities in FCT and Ebony state as follows:

(i) Ebonyi State: 198 health facilities: 171 PHCs (the designated 1 PHC per Ward) and 27 Private Health Facilities (PHFs).
(ii) FCT: 124 health facilities: 62 PHCs (the designated 1 PHC per ward), and 62Private Health Facilities (PHFs)
This EOI is open to registered non-governmental organizations or a consortium of organizations in Nigeria who may or may not be resident in Ebonyi State or FCT but who are technically capable of providing the required services and willing and able to provide on-site training at the Primary Health Care facilities, General Hospitals and Private facilities that will be listed by IHP in Ebonyi state and the FCT.

The goal of IHP is to contribute to state-level reductions in child and maternal morbidity and mortality and to increase the capacity of health systems (public and private) to sustainably support quality primary health care services. IHP is providing technical assistance and capacity building to the State Ministries of Health in Bauchi, Kebbi, Sokoto, Ebonyi and FCT, State Primary Health Care Development Agencies (SPHCDA/PHCDB), Local Government Authorities/Area Councils, and Wards to apply state-of-the-art evidence, best practices and learning from within Nigeria and globally to deliver a fit-for-purpose capacity building approach to optimize health worker skills and confidence to deliver high-impact integrated RMNCH+NM services in the States.

IHP collaborates with other USAID implementing partners, such as Breakthrough Action- Nigeria (BA-N), Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) and the U.S. President’s Malaria Initiative for States (PMI-S) projects to increase demand for services and improve access to essential medicines and commodities, and to improve malaria case management.

2. OBJECTIVE
To build toe capacity of frontline healthcare workers at Primary Health Care facilities and Private facilities to provide gender-sensitive, high quality child health services in Ebonyi state and toe FCT by 30 September, 2021.

A non-governmental organization working on the improvement of Health Equity through sustained engagement with core element approach which includes Research, Program delivery, Technical Assistance and Education is seeking offers from reputable, well established and experienced Car Rental Firms duly incorporated under the Laws of Nigeria to provide Car Rental Services to support the Integrated Biological and Behavioral Surveillance Survey across 12 states in Nigeria (Lagos, Oyo, Benue, Nasarawa, Kaduna, Kano, Taraba, Gombe, Abia, Anambra, Akwa Ibom, Rivers)

SCOPE OF THE WORK
Car Rental Services will be carried out across 12 states in Nigeria viz: Lagos, Oyo, Benue, Nasarawa, Kaduna, Kano, Taraba, Gombe, Abia, Anambra, Akwa Ibom and Rivers States. The vendor is expected to provide vehicles rental services daily for 30 days. All rented vehicles should have comprehensive insurance coverage and GPS tracking system. The successful vendor will be responsible for providing the drivers and fuel replenishment. Vehicles should be maintained and cleaned by the successful service provider on regular basis. All drivers will be required to complete on daily basis, the vehicle’s log book which include the destination, the date, the name of the driver, the car plate number, the start and end time per trip and the mileage.

MANDATORY REQUIREMENTS
– Evidence of Complete CAC documents and certificate of Incorporation
– Tax Compliance – Valid Tax Clearance certificate
– At least 5 years of working experience as car rental services in Nigeria
– Must attach evidence of having taken all the necessary insurance covers.
