a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC2 and CAC7 (Or CAC 1.1 as applicable
b. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2017, 2018 & 2019) valid till December, 2020; with minimum average annual turnover of N20 million:
c. Evidence of payment Pension Compliance Certificate valid till 31st December, 2020;
d. Evidence of current industrial Training Fund (ITF) compliance certificate valid 31st December 2020
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid 31st December 2020
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of interim Registration Report (IRR expiring on 31/12/2020 or valid Certificate issued by BPP
g. Sworn Affidavit disclosing whether or not any officer of the relevant committee of the Federal Government College, Odi, Bayelsa state or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are correct in all particulars;
h. Company’s Audited Accounts for the last three (3) years – 2017, 2018, 2019
i. Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, CORBON, etc
k. Verifiable documentary evidence of a least three (3) similar Jobs the last five (5) years including Letters of Awards and Job Completion Certificates of the projects;
l. List of Equipment with proof of Ownership/Lease (for works);
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner.
n. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letterhead paper bearing amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), Contact address. The Company’s Letterhead Paper must bear the Names, Phone Numbers and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

The Federal Government of Nigeria has initiated the Nigeria Erosion and Watershed Management Project (NEWMAP). The Project is supported with financing from the World Bank. The lead agency at the Federal level is the Federal Ministry of Environment (FME), Department of Erosion, Flood and Coastal Zone Management. State and local governments, local communities and CSOs will be involved in the project, given that the project is a multi-sector operation involving MDAs concerned with water resources management, public works, agriculture, regional and town planning, earth, and natural resources information, and disaster risk management.

The Nigeria Erosion and Watershed Management Project (NEWMAP) is designed to support the objective of achieving greater environmental and economic security. The Project is aimed at addressing severe gully erosion problems in the short term, reducing vulnerability to soil erosion and climate variability in the medium term, and promoting long-term climate resilience, and low carbon development. NEWMAP will take an integrated watershed management approach to erosion that will address the interlinked challenges of poverty, ecosystem services, climate change, disaster risk management, biodiversity, institutional capacity and governance.

The Project Management Unit (SPMU) of Ekiti State NEWMAP has commissioned various studies aimed at effectuating successful implementation of the NEWMAP in the state. One of such studies required for sound and effective project preparation is the Mapping of Gully Erosion/flood Sites in the state and general land use / land cover classification within the Geographic Information System (GIS) framework. This will aid in knowing the status of gully erosion sites and land resources in the state and effective management and monitoring of all erosion sites in the state. The mapping will also underpin project presentation and reporting on key status of erosion sites especially the prioritized sites for the NEWMAP GRASS component.

The Project Development Objective is to Rehabilitate degraded lands and reduce longer-term erosion vulnerability in targeted areas. At State level, NEWMAP activities involve medium-sized civil works such as construction of infrastructure and/or stabilization or rehabilitation in and around the gullies themselves, as well as small works in the small watershed where gullies form and expand.

1. BACKGROUND
Heartland Alliance Ltd/Gte (HALG) is an indigenous non-governmental organization established to address the human rights needs of vulnerable persons in the society HALG currently operates in 3 states (Lagos, Akwa Ibom and Cross Rivers) with over 190 employees working at different project sites across the states.

HALG’s current pay scale was established in 2019 based on the job grading structure and needs to be reviewed considering the local market analysis, comparators benchmarking and job matching.

2. MAJOR OBJECTIVES /DELIVERABLES:
i. To undertake a comprehensive review and evaluation to ensure that HALG’s salary and benefits packages are equitable, competitive and in line with the prevailing labour market rates particularly with other NGOS
ii. To recommend based on available evidence or data, appropriate salaries and benefits in line with other similar NGOs pay packages for the different levels of staff (full-time staff part-time staff, and volunteers) in the country.
iii. To recommend an annual percentile increase in line with other similar companies or NGOs in the country
iv. To redesign the HALG salary scale taken into account the concept of equal pay for an equal value of work.
v. Build the capacity of the HR Team so that they can prepare future pay reviews for HALG.
vi. Prepare a presentation to the Leadership team on major findings/recommendations including transitional arrangements.
vii. Provide an implementation plan for the salary structure based on the prevailing labor market
viii. Prepare and submit a final detailed report.
