INVITATION TO TENDER FOR THE 2019 UBE INTERVENTION PROJECTS IN AKWA IBOM STATE

INTRODUCTION
In pursuance of Akwa Ibom State’s vision and passion for a highly conducive learning environment in our Basic Schools. His Excellency, the Executive Governor of Akwa Ibom State. Mr. Udom Gabriel Emmanuel, in collaboration with the Universal Basic Education Commission (UBEC) Abuja. has approved the execution of the 2019 UBE Intervention Projects in the State.

Akwa Ibom State Universal Basic Education Board (AK-SUBEB) therefore, in compliance with the Public Procurement Act 2007, invites interested, competent, reputable and suitably qualified contractors to tender for the under-listed jobs.

2.0 SCOPE OF WORK
The scope of work consists of the execution of works and procurement of goods as specified in the lots attached

3.0 ELIGIBILITY REQUIREMENTS
Prospective Companies wishing to carry out the advertised Works/Jobs must submit the following documents for verification:
(1) Evidence of Registration of Business Premises with Akwa Ibom State Ministry of Commerce, Industry and Investment.
(2) Evidence of Company registration (Certificate of Incorporation and Registration with the Corporate Affairs Commission).
(3) Evidence of Tax Payments (Current Tax Clearance Certificate for the last 3 years – 2017, 2018 and 2019).
(4) VAT Registration/Evidence of Remittance, with VAT Registration Number
(5) Evidence of financial capability to execute the project (Bank Reference Letter/Bank Guarantee), indicating the willingness of the Bank to provide credit facility for the execution
(6) Company Profile indicating equipment, personnel and professionalism.
(7) Verifiable evidence of similar works successfully executed in the last three years, including letter of Award of Contract and Certificate of Job Completion (if any).
(8) Evidence of payment of non-refundable tender fee with specified jobs.
(9) Evidence of registration with the Bureau of Public Procurement (BPP).
(10) Evidence of compliance with the Pension Reforms Acts 2004 (current Certificate of Compliance issued by PENCOM).
(11) Evidence of compliance with section 6(27) of the Industrial Training Fund (ITF) Amendment Act 2011 (current certificate of compliance issued by ITF).
(12) Evidence of registration with the Financial Reporting Council of Nigeria (FRCN) Act No 6 of 2011.
(13) Company’s Audited Financial Statements for the last three years (2017, 2018, 2019).
(14) Sworn affidavit that confirms that all information provided are not only correct but genuine.

4.0 EXPRESSION OF INTEREST
Prospective bidders should visit Akwa Ibom State Universal Basic Education Board (AK-SUBEB) for the collection of bid documents, containing full specifications, within the working hours from Wednesday 19 August, 2020 to Wednesday, 30 September, 2020 upon the payment of a non-refundable Tender Fee of Fifty Thousand Naira (N50,000 00) for New Construction, Renovation and Supply of Goods and Thirty Thousand Naira (N30,000.00) for Toilets and Boreholes into AK-SUBEB Self Help Account No: 1012785042 with the Zenith Bank of Nigeria PLC.

5.0 SUBMISSION OF TENDER DOCUMENTS
All bid documents must be submitted in a sealed envelope, addressed to the Executive Chairman, State Universal Basic Education Board, State Secretariat Complex, Uyo, not later than Forty-two (42) days or six (6) weeks of this publication (5 October, 2020). All bidders shall enclose their Technical Documents in a separate sealed envelope marked “TECHNICAL BID” and Financial Bid m another sealed envelope marked “FINANCIAL BID” with names of the project.
Both the Technical and Financial Bid envelopes will thereafter be enclosed in a bigger outer envelope and property sealed. The outer envelope will be marked at the top left hand corner with the project name and lot number with the name of the Company as the case may be, addressed and submitted to the Executive Chairman, State Universal Basic Education Board, State Secretariat Complex, Uyo, not later than six (6) weeks from the date of this advertisement (5 October, 2020). The Documents, that is, the bigger outer envelope should be deposited in the Tender’s Box at the Conference Room of the Board.

6.0 CLOSING OF TENDER AND OPENING OF BIDS
Submission of Tender documents shall close at exactly 12 noon on Monday 5 October, 2020. The opening of all submissions shall follow immediately afterwards at the Conference Room of the Board Tenderers or their authorized representatives, Relevant Professional bodies and Non-Governmental Organizations (NGOs), as well as relevant Government Agencies, are invited to witness the public opening exercise as indicated.

7.0 IMPORTANT NOTICE:
(i) Failure to satisfactorily fulfill the conditions stated above, comply with necessary instructions, and provide any required document(s) will invalidate such tenders.
(ii) AK-SUBEB reserves the right to verify the authenticity of claims made by tender companies.
(iii) This invitation to tender shall not be construed as a commitment, offer, or obligation on the part of the Board to award contract any contractor nor will it entitle any company to make any claim whatsoever and/or seek any indemnity from the Board.
(iv) The Board reserves the right to reject any or all bids of interest and to terminate the procurement process at any time in the overriding public interest without any liability to the Board.
(v) The Board is not obliged to award any job or procurement to the lowest bidder.
(vi) Any tender submitted after the closing date and time shall not be considered.
(vii) All costs incurred by Respondents in the course of this EOI invitation and any subsequent requirement for information shall be borne by the Respondents.
(viii) Contract prices are fixed and not subject to variations

REQUEST FOR PROPOSAL FOR THE MAINTENANCE OF INSTALLED IP SURVEILLANCE SYSTEM AT FIRS REVENUE HOUSE LOT 1-3

1. BACKGROUND
The FEDERAL INLAND REVENUE SERVICE (FIRS) of Nigeria is a semi-autonomous agency established in 1943 to collect tax on behalf of the Federal Government of Nigeria. Its vision is to deliver quality service to taxpayers in partnership with other stakeholders and make taxation the pivot of national development. Its mission is to operate an efficient and transparent tax system that optimizes tax revenue collection and voluntary compliance. FIRS has its headquarters at the Revenue House, which is located in Wuse Zone 5, Abuja. In order to ensure an effective and efficient security system, the Service desires to maintain its IP surveillance system to avoid security bridge of its business environment.

2. OBJECTIVE OF THE ASSIGNMENT:
The objective of this project is to ensure that, the FIRS offices (Revenue House, Annex 1, Annex 2-4) IP Surveillance Systems are working perfectly, without any downtime.

3. DURATION OF THE ASSIGNMENT:
The duration of this engagement is twelve (12) months.

4. SCOPE OF THE REQUIRED SERVICES:
The Scope of work shall include the annual maintenance contract of
the IP Surveillance system in the following lots, also find detailed scope of work in the tender document being provided:

  • LOT1: ANNUAL MAINTENANCE OF IP SURVEILLANCE SYSTEM AT REVENUE HOUSE
  • LOT 2: ANNUAL MAINTENANCE OF IP SURVEILLANCE SYSTEM AT REVENUE HOUSE ANNEX1
  • LOT 3: ANNUAL MAINTENANCE OF IP SURVEILLANCE SYSTEM AT REVENUE HOUSE ANNEX 2-4.

5. MINIMUM QUALIFICATION/EXPERIENCE REQUIREMENT:
The firm to execute the contract shall have extensive knowledge and experience in performing similar jobs. The consultant shall also possess at least five (5 years) experience in working in the Nigerian public sector and permanent presence in FCT. In specific terms, the following should be submitted in support of the application;

i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7.
ii. Evidence of Tax Clearance Certificate for the last three (3) years valid till December, 2020.
iii. Evidence of current Pensions Compliance Certificate valid till 31st December, 2020.
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020.
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020.
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP.
vii. Evidence of Firm’s registration with relevant professional body and certification. e.g Oracle, CISCO, COREN, NCS, NCP etc
viii. Sworn affidavit stating:
whether or not any officer of FIRS or BPP is a former or present director, shareholder or has any pecuniary interest in the company/firm and confirming that all information provided are true and correct in all particulars.
A sworn affidavit that the company is not in receivership or financially/Legally Encumbered.
A sworn affidavit that the company is not a replacement for a hitherto tax defaulting company.
iv. Accompanying sworn affidavit of disclosure; to disclose clearly if any of the officers (or related person) of the Federal Inland Revenue Service (FIRS) or Bureau for Public Procurement is a former or present Director of the company and that the company does not have any Director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety.
ix. Company Profile with the Curriculum vitea of key Staff to be deployed for the project, including copies of their Academic/Professional qualifications.
x. Verifiable documentary evidence of at least three (3) jobs executed in the last five (5) years including Letter of awards, Job completion certificate, etc.
xi. Evidence of Original Equipment Manufacturer (OEM) authorization.
xii. All documents for submission must be transmitted with a covering/Forwarding letter under the Company’s/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC), Contact Address, Telephone number (preferably GSM No.) and e-mail address. The Letter Head Paper must have bear the Names and Nationalities of the Directors of the company at the bottom of the page duly signed by the authorized officer of the firm.

1. This Specific Procurement Notice (SPN) follows the General Procurement Notice (GPN) for the sub-programme, which appeared in the United Nations Development Business (UNDB).

2. The Federal Government of Nigeria has received financing from the African Development Bank (ADB) towards the cost of Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Program (IN SLIP) in North East for Federal Ministry of Water Resources (FMWR). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for procurement of Office Furniture and Installation.

3. The Federal Ministry of Water Resources, Programme Coordinating Unit, invites sealed bids from prospective eligible bidders for the supply and installation of under listed office furniture.

1. INTRODUCTION
The Federal Government of Nigeria (FGN) received a loan from the International Fund for Agricultural Development (IFAD) towards the cost of the Value Chain Development Programme (VCDP) and intends to use part of the proceeds towards the payment for the procurement of Motor Vehicles.

The VCDP is a programme presently being implemented in nine states of Anambra, Benue, Ebonyi, Enugu, Kogi, Nasarawa, Niger, Ogun and Taraba.

The programme includes the following components: (a) Agricultural Market Development which includes Support to value addition and market linkages. Support to market infrastructure): (b) Small Holders Production Enhancement which includes (Support to farmer’s organisation and Support to smallholders’ production) and (c) Programme Management and Coordination.

Its primary goal is to reduce poverty and sustainably enhance accelerated economic growth; whilst the specific Programme Development Objective (PDO) is to increase incomes and enhance food security for rural poor households engaged in production; processing and marketing of rice and cassava in the targeted LGAs of the nine targeted states on a sustainable basis.

2. This IFB follows the General Procurement Notice that appeared on the IFAD website on 20th October, 2015 the United Nations Development Business (UNDB) Online on 20th October 2015.

3. The Purchaser now invites sealed bids from eligible entities (“Bidders”) for the procurement of Motor Vehicles

More details on these goods and related services are provided in the Schedule of Requirements in this Bidding Document.

4. This IFB is open to all eligible Bidders who wish to respond. Subject to restrictions noted in the Bidding Document, eligible entities may associate with other Bidders to enhance their capacity to successfully carry out the assignment.
