PRE-QUALIFICATION OF CONTRACTORS OF SOLID WASTE MANAGEMENT SERVICES

1. The Kogi State Government is interested in entering into Public Private Partnership (PPP) agreement with competent and reputable Companies for Solid Waste Management Services of the State. The State intends to improve its Public Health and Environmental quality through engagement and effective partnership with experience Local and International Waste Management Companies.

2. To achieve this, the state hereby invites interested parties to demonstrate competence and experience in the provision of
(a) Waste collection of Ten (10) lots in Lokoja metropolis.
(b) Dump site Management One (1) Lot.
(c) TLS/Waste treatment (recycling) one (1) lot.

The operation for any waste collection or waste disposal lot may be single firm or consortium and must possess the necessary financial and technical competence and experience to implement the required services.

Qualified firms/consortium(s) will be restricted to the total award of three (3) waste collection lots, one (1) waste disposal lot and one TLS waste treatment lot.

The EOI received will be evaluated in strict compliance with international best practice and successful firm(s) will be invited to participate in the next phase of procurement.

SUBMISSION, OPENING OF EXPRESSION OF INTEREST (EOI)
(1) Detailed company Profile including CV of key Personnel and phone numbers.
(2) Certificate of Incorporation with CAC
(3) Company tax clearance certificate for the last three (3) years.
(4) Evidence of current pension compliance certificate from PENCOM.
(5) Evidence of current compliance with Industrial Training Fund (ITF) Act no. 19 of 2011.
(6) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance certificate.
(7) Evidence of registration on the current National Database of Federal Contractors, Consultants and Service Providers.
(8) Company Audited Account for the last three years.
(9) Bank reference from a reputable Commercial Bank with a commitment to provide loan facility for the execution of contract if eventually won.
(10) List of similar verifiable and successfully executed projects with the letters of award and completion certificate.
(11) List key personnel and evidence of proficiency and experience.
(12) A sworn affidavit that none of the company Director has been convicted in any Country for any criminal offence, including fraud or financial impropriety.
(13) Evidence of registration with Kogi Chamber of Commerce and Industry, Mines and Agriculture (KOCCIMA).
(14) Evidence of registration with Kogi State Sanitation and Waste Management Board.
(15) Evidence of Registration with Kogi State Bureau for Public Private Partnership (BP2).
(16) Evidence of Registration with Kogi State Internal Revenue Service (KGIRS).
(17) Vehicle fleet and Equipment list.

1. INTRODUCTION:
1.1 Ogun-Oshun River Basin Development Authority (O-ORBDA) is a Parastatal under the Federal Ministry of Water Resources (FMWR) responsible for the Development and Management of Water Resources for multipurpose usage in Domestic, Industrial, Agricultural and Flood Control purposes. The Parastatal in furtherance of this statutory mandate intends to undertake the procurement of various Works, Goods and Services under the 2021 Capital Appropriation and in accordance with Extant Provision of Section 25 of the Public Procurement Act 2007.

3. ELIGIBILITY CRITERIA
Interested and competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out any of the Projects under the above two (2) categories are expected to submit the following documents:
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business Name is also acceptable for Services;
(ii) Evidence of Company’s Income Tax Clearance Certificates (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years (2018, 2019 & 2020) valid till 31st December 2021;
(iii) Evidence of current Pension Clearance Certificate valid till 31st December 2021;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
(vi) Evidence of current registration on the National Database of Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2021 or valid certificate issued by Bureau of Public Procurement (BPP);
(vii) A sworn affidavit disclosing whether or not any Officer of the relevant Committees of Ogun-Oshun River Basin Development Authority or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the Bidder, the company is not in bankruptcy/receivership and to confirm that all information presented in its bid are true and correct in all particulars.
(viii) Company’s Audited Account for the last three (3) years (2018, 2019 & 2020);
(ix) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(x) Detailed Company’s Profile and Organization structure with Curriculum Vitae of key staff to be deployed for the Project including copies of their Academic/ Professional qualification such as COREN, ARCON, QSRBN, CORBON etc.;
(xi) Verifiable Documentary Evidence of experience in at least three (3) jobs of similar nature and complexity, executed in the last five (5) years including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of the Projects;
(xii) Works: list of Plants/Equipment with Proof of Ownership/Lease;
(xiii) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner);
(xiv) Services: Verifiable Evidence of Certificate of the firm’s registration with relevant regulatory professional body(ies) such as COREN/QSRBN/ARCON/CORBON/SURCON-Construction, ESVARBON- Estate Surveying, Centre for Management Development Centre (CMD) etc.;
(xv) All Documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing among other the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No) and E-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
NOTE that all Documents/Information required must be paginated and submitted in the Sequence/Order as listed in i-xv above.

4. COLLECTION OF TENDER DOCUMENTS: CATEGORY A
4.1 Interested companies on presentation of an evidence of payment of a NON-REFUNDABLE tender fees of N10,000.00 per Lot into the OORBDA Remita E-Collection Account Number 025204500100 with GIRMIS Reference Code 1000114209 in any Commercial Banks shall collect Bidding Documents (Standard Bidding Documents) between 9:00am and 3:30pm from Monday to Friday, at the:
