The Federal Government of Nigeria – Federal Ministry of Health and Social Welfare has received financing from the World Bank toward the cost of the Accelerating Nutrition Results in Nigeria (ANRIN) 2.0 Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

  1. The design, development, customisation and deployment of an android-enabled mobile application with web interface aligned to ANRiN 2.0 service delivery workflows. This may be based on a modification of the ANRiN 1.0 or rebuilding the application if the programming codes for ANRiN 1.0 are not easily transferrable. The application will be deployed across designated Local Government Areas of 21 implementing States of ANRiN 2.0
  2. The migration and integration of all critical ANRiN 1.0 application functionalities into ANRiN 2.0 App (mobile and web application) without loss of functionality and enhance the functionalities to include Artificial Intelligence and Machine Learning capabilities.
  3. Ensuring seamless online and offline data capture capabilities at the community and facility levels.
  4. Maintaining continuity in monitoring, workload tracking, business logic validation, and field performance reporting.

1.0 INTRODUCTION:
The Nasarawa State Drugs and Supplies Management Agency (NASDSMA), among its statutory functions, is to streamline health commodity supplies that supports a coordinated system to deliver quality and affordable products in the state to accelerate UHC attainment. Towards implementing her 2025 programs through Procurement of essential health commodities, NASDSMA desires to enter into a Framework Agreement (FA) with reputable and eligible suppliers to strengthen a sustainable supply system in public health facilities across the State, leveraging on the revitalized platform of the Drug Revolving Fund (DRF) Scheme.

2.0 COMPLIANCE:
In compliance with the Nasarawa State Bureau of Public Procurement (NSBPP) Law 2020, the Agency hereby invites technical and financial sealed bids from competent, reputable and eligible suppliers with track records of performance and experience in the supply of essential healthcare products to send in their bids under a Framework Agreement (FA) for the supply of Essential Drugs, Diagnostic Reagents and other Medical Consumables.

3.0 SCOPE OF SERVICES:
The comprehensive scope of services related to this procurement will be detailed in the Standard Bidding Document (SBD), which will be issued to interested bidders upon payment of the prescribed fee.

4.0 GENERAL ELIGIBILITY CRITERIA:
The general public may wish to be guided that all procurement activities of the Agency shall be fully governed by the Nasarawa State Bureau of Public Procurement (NSBPP) Law 2020, whereby the following mandatory requirements/eligibility criteria are expected to be met by all prospective bidders:
a. Certificate of incorporation with Corporate Affairs Commission (CAC);
b. Certified true copy of Memorandum and Articles of Association;
c. Evidence of valid registration with the Nasarawa State Bureau of Public Procurement;
d. Company Audited Accounts for the last three (3) years;
e. Tax clearance for the last three (3) years;
f. Evidence of financial capability to execute the project, including a reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project if awarded the contract;
g. Company average annual turnover of not less than One Hundred Million Naira (N100,000,000.00);
h. Verifiable documentary evidence of at least three (3) jobs of similar nature executed with letters of award of contracts, job completion certificates as applicable;
i. That the company has fulfilled all obligations to pay taxes, pensions, and social security contributions. (PENCOM, ITF, NSITF, etc.);
j. Understanding of Nigeria’s healthcare landscape and healthcare service delivery challenges;
k. Verifiable evidence of Company key technical personnel with technical qualifications and registered with relevant professional bodies e.g. Pharmacy Council of Nigeria (PCN), National Agency for Food and Drug Administration and Control (NAFDAC), Standard Organization of Nigeria (SON), Certificate of Good Manufacturing Practice (CGMP), and current Annual Practicing License of the Superintendent Pharmacists, etc.

5.0 AN AFFIDAVIT CERTIFYING AS FOLLOWS:–
i. That the documents submitted for the pre-qualification exercise are not only genuine but also correct;
ii. Sworn Affidavit disclosing whether or not any officer of NASDSMA is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all its ramifications and; that the company is not in receivership of any form of insolvency/bankruptcy nor debarment and that the company nor any of the Director(s) of the company has been convicted of any financial crimes;
iii. Any other relevant information that will help in determining the company’s suitability for the projects;
vi. Any prospective bidder that does not possess any of the above information need not apply.

6.0 COLLECTION OF BIDS:
Prospective bidders are required to collect bidding documents from the office of the Procurement Desk Officer, NASDSMA from the date of this publication between the hours of 9:00 am to 4:00 pm from Monday to Friday, excluding public holidays, upon the payment of non-refundable fee of Eighty Thousand Naira (N80,000.00) only, payable to the Nasarawa State Internally Generated Revenue (IGR) Central Billing System, by using any convenient payment method (e.g. Bank transfer, and Online banking platform), with evidence of payment to be verified by the Account section of NASDSMA. To generate a payment invoice, please contact the Nasarawa State Internal Revenue Service in Lafia, Nasarawa State.

7.0 SUBMISSION OF COMPLETED BIDDING DOCUMENTS:
Pre-qualification and financial bids should be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid”, respectively, with the company’s name indicated on one side of the envelope. Both envelopes should be sealed in one envelope and marked with the project name at the top right-hand corner and addressed to: The General Manager, Nasarawa State Drugs and Supplies Management Agency (NASDSMA), Shendam Road, Lafia, Nasarawa State, not later than 10th July, 2025 by 12 pm. All documents for submissions must be transmitted with a forwarding letter duly signed by the company’s representative under the company’s letterhead paper bearing the contact address, telephone number (preferably GSM number), and email address. The financial bid shall contain a bid security of not less than 2% of the quoted bid price by way of a bank guarantee obtained from a reputable bank in Nigeria, acceptable to the procuring entity (NASDSMA). The bid validity period should be 120 days from the deadline of the bid submission date.

8.0 OPENING OF BIDS:
Bids will be opened immediately on the deadline for submission by 12:00 pm at the Conference Hall of the Nasarawa State Infectious Disease and Research Center (NASIDARC), Behind the Federal University Teaching Hospital, GRA, Lafia.

BACKGROUND
The Kwara State Government is seeking to enter into a strategic partnership with a qualified private-sector operator (the ‘Concessionaire’) to manage and operate the Kwara Garment Factory, located in Ilorin, Kwara State, Nigeria.

The Kwara Garment Factory is a state-of-the-art production facility with a building footprint of 6,618m² on a 43,300m² land parcel, employing over 400 workers and fully equipped with modern machinery to support a vertically integrated garment production process—from cutting and embroidery to finishing and packaging. The facility is designed to serve Nigeria’s domestic market, regional trade blocs like AfCFTA, and international markets such as AGOA and the EU.

Despite its robust infrastructure, the factory requires enhanced operational efficiency, global market alignment, and long-term strategic leadership to realize its full potential as a textile hub for inclusive growth, innovation, and export competitiveness.

SCOPE OF PARTNERSHIP
The Government seeks proposals that address:
1. Garment Production Operations: End-to-end management of production lines to maximize efficiency, output, and quality in line with international standards.
2. Human Resource Management: Recruitment, training, and welfare of factory staff, with an emphasis on local employment, capacity building, and gender inclusion.
3. Equipment and Maintenance: Regular servicing, upgrade, and optimal utilization of existing machinery and installation of new technology as needed.
4. Facility Management: Oversight of all infrastructure including utilities, workspace safety, energy systems, and hygiene compliance.
5. Market Access & Export Development: Expansion into local, regional, and international markets under trade frameworks such as AGOA and AfCFTA.
6. Supply Chain Integration: Establishment of reliable sourcing frameworks for cotton, fabric, and accessories, and integration with upstream/downstream actors.
7. Environmental Sustainability: Implementation of eco-friendly operations, waste reduction, and compliance with environmental standards.

Background
The Presidential Initiative for Unlocking Healthcare Value Chain (PVAC), in partnership with the National Malaria Elimination Programme (NMEP), is implementing strategic interventions aimed at building resilient local manufacturing capacity for essential health products, including Long-Lasting Insecticide-Treated Nets (LLINs). This Expression of Interest (EOI) is conducted by Access-Centric and Sustainability Foundation (ASF) on behalf of PVAC to call to action manufacturers to participate in a technical assistance programme to accelerate local LLIN production capabilities in Nigeria.

2. Purpose of the EOI
This EOI seeks to identify and engage:
A. Nigerian-based manufacturers with:
• Existing capacity for textile or net production seeking to upgrade or expand into LLIN manufacturing.
• Planned LLIN production facilities, and a willingness to partner with international experts or technical providers.
B. Manufacturers outside Nigeria willing to:
• Provide technical assistance, know-how, or technology transfer to Nigerian firms to support LLIN manufacturing.
• Establish technical partnerships or joint ventures with Nigerian companies for local LLIN production.

Selected entities will be considered for targeted technical support under the PVAC programme, including facilitation of partnerships, access to regulatory support, and possible alignment with national
procurement strategies and incentives.

3. Eligibility Criteria
Interested entities must:
i. (For Nigerian entities) Be registered and compliant with CAC, NAFDAC and SON.
ii. (For foreign entities) Be legally registered in their country of operation.
iii. Demonstrate experience in the manufacturing of LLINs or similar vector control products (e.g., insecticidal fabrics, treated materials).
iv. Commit to collaborate through technical assistance (receiving or providing), technical partnerships, joint ventures, or technology transfer.
v. Demonstrate commitment to meeting WHO product specifications

2. The Federal Government of Nigeria (FGN) has received financing from the African Development Bank towards the cost of the SPECIAL AGRO-INDUSTRIAL PROCESSING ZONES (SAPZ) Program Phase 1, being implemented in the five (5) participating States of Kaduna, Oyo, Cross River, Imo and Ogun and intends to apply part of the agreed amount of the loan to payments under the contract for the engagement of a PPP Consultant to support SAPZ Program Phases 1 and 2.

3. The scope of services include:

ii. Analyze and critique all submissions coming in from the appointed Transaction Advisors for each participating state.
iii. Monitor and coordinate compliance with the Transaction Advisors.
iv. Review of Existing SAPZ Documentation:
– Analyze SAPZ program documents, including the Project Appraisal Document, feasibility studies, technical reports, and regulatory frameworks.

B. Infrastructure Needs Assessment:
– Assess the infrastructure requirements (on-site and off-site) for Alls and ATCs in each participating state, considering each zone’s unique value chain focus and regional dynamics.

C. Market Engagement and Feasibility Analysis:
– Conduct market engagement to identify potential private sector partners and assess their requirements, market interest, and expectations for PPP investments in the SAPZ program.
– Conduct a feasibility analysis of the proposed infrastructure and PPP structures, identifying commercial, technical, and financial viability gaps and opportunities.

D. Development of PPP Framework and Models
– PPP Framework Development:
– Develop a robust PPP framework and governance structure for the SAPZ program phase 1 and 2 including SPVs arrangement, ensuring compliance with Nigeria’s regulatory requirements and alignment with AfDB, IFAD, and IsDB standards for phase 1 and 2 needs.
– PPP Model Structuring:
– Propose PPP models (e.g., Build-Operate-Transfer (BOT), Lease-Develop-Operate (LDO), Design-Build-Finance-Operate (DBFO), etc.) tailored to specific SAPZ infrastructure needs and objectives.
– Support in designing Special Purpose Vehicles (SPVs) for project delivery, outlining the roles and responsibilities of each entity involved (government, private sector, investors, etc.).
