INVITATION TO TENDER AND EXPRESSION OF INTEREST UNDER NCAA 2025 IGR BUDGET

1. INTRODUCTION
1.1 Nigeria Civil Aviation Authority (NCAA), a Parastatal under the Federal Ministry of Aviation and Aerospace Development, in pursuance of its statutory oversight functions and in compliance with the Public Procurement Act, 2007, intends to carry out the Procurement of Goods, Works and Consultancy under its 2025 Internally Generated Revenue (IGR) Budget.
1.2 The Authority therefore invites experienced and competent Contractors, Suppliers and Consultants with relevant experience for consideration for the execution of the projects stated herein.
2. SCOPE OF GOODS/WORKS/SERVICES
The scope of Goods/Works/Services for the 2025 fiscal year are categorised as follows:
GOODS
Lot NCAA/G1/25: Procurement and Installation of 200KVA Generator Set to be delivered at NCAA Abuja Regional Office, Abuja.
Lot NCAA/G2/25: Procurement of Operational Vehicles to be delivered at NCAA Corporate Headquarters, Abuja and Regional Offices.
Lot NCAA/G3/25: Procurement of Office Furniture for NCAA Kano Regional Office Building, Kano.
Lot NCAA/G4/25: Procurement of Office Furniture for NCAA Port Harcourt Regional Office Building, Port Harcourt.
Lot NCAA/G5/25: Procurement of Office Furniture for NCAA Kaduna Regional Office Building, Kaduna.
Lot NCAA/G6/25: Procurement of Office Furniture for NCAA Lagos Regional Office Building, Lagos.
Lot NCAA/G7/25: Procurement of Desktop Computers, Laptops including peripherals to be delivered at NCAA Corporate Headquarters, Abuja.
Lot NCAA/G8/25: Procurement of Desktop Computers, Laptops including peripherals to be delivered at NCAA Lagos Regional Office, Ikeja, Lagos.

Lot NCAA/W1/25: Construction of Estate Unit Workshop/Stores at NCAA Corporate Headquarters, Abuja.
Lot NCAA/W2/25: Construction/Establishment of NCAA Academy at NCAA Corporate Headquarters, Abuja.
Lot NCAA/W3/25: Renovation and Extension of Examination Building at NCAA Corporate Headquarters, Abuja.
Lot NCAA/W4/25: Construction of NCAA Recreational Centers with Mosque, Church and Library at NCAA Corporate Headquarters, Abuja.
Lot NCAA/W5/25: Building and Equipping of Aviation Security Laboratory at NCAA Corporate Headquarters, Abuja.
Lot NCAA/W6/25: Provision and Installation of enhanced Solar Hybrid Inverter, Compact Perimeter Solar Lighting System and Mini grids to support NCAA facilities Nationwide.
Lot NCAA/W7/25: Installation of Solar and Street Lighting System at NCAA Offices and Quarters.
Lot NCAA/W8/25: Construction of Stores House at Nigeria Civil Aviation Authority (NCAA),
Lot NCAA/W9/25: Construction and equipping of NCAA Regional office Annex, Lagos.
Lot NCAA/W10/25: Construction of NCAA Prototype Office Complex at Enugu.
Lot NCAA/W11/25: Construction of 5 Blocks of 2 bedrooms semidetached Bungalow at Enugu.
Lot NCAA/W12/25: Renovation/Rehabilitation of NCAA office buildings and Safety Inspectors Quarters.
CONSULTANCY:
Competent, experienced and reputable consulting firms are required to express interest in:
Lot NCAA/C1/25: Engagement of Consultants for the Standardization of NCAA documents and template.
Lot NCAA/C2/25: Engagement of Consultants for the Monitoring of Capital Projects and Work in Progress evaluation.
Lot NCAA/C3/25: Engagement of Consultants for Professional Services in respect of Financial, Technical, Operational and other Related Human Resources Matters.
2. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC 7. Business Name with Form BN1 is also acceptable for Consultancy Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) valid till 31st December 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (applicable where number of staff is at least 5 or the bidder has at least N50m turnover);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by BPP;
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Nigeria Civil Aviation Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2022, 2023 and 2024.
i. Reference letter from any reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic Professional Certificates such as COREN, QSRBN, ARCON, CORBON, etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs of not less than Thirty Million Naira (N30,000,000.00) each successfully completed/on-going within the last five (5) years including copies of Letters of Award, Certificates of Completion and Photographs;
l. For Consultancy Services: Evidence of Firm’s current registration issued by relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON, etc.;
m. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs):
n. Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA).
o. For Motor Vehicle’s procurement: Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the Vehicles:
Note: All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
