1.0 INTRODUCTION
The Federal Ministry of works, in line with its mandate to ensure the safety, reliability, and sustainability of Nigeria’s critical infrastructure, invites eligible and competent Engineering/Bridge Construction Firms and HDMI Concessionaires Built Operate and Transfer (BOT) funding model to submit detailed Technical Proposals for both the Rehabilitation and or Reconstruction of Carter Bridge and Third Mainland Bridge in Lagos State, Nigeria.

2.0 BACKGROUND
The Carter and Third Mainland Bridges are key transportation links connecting Lagos Island to the Mainland Lagos. Due to age, environmental impact, and increased traffic load, the Ministry embarked on a number of Engineering Investigations to ascertain the structural integrity of the two Bridges. The studies revealed amongst others that the underwater structural elements of the Bridges have been compromised and require urgent Rehabilitation or complete Reconstruction to ensure long-term serviceability and public safety.

3.0 ELIGIBILITY CRITERIA
The Ministry is therefore inviting competent Contractors and HDMI Concessionaires under the Build, Operate and Transfer (BOT) Funding Model with requisite experience in Bridge Design and Construction Technology to submit detailed technical proposal for both Rehabilitation and or Reconstruction of Third Mainland Bridge and Carter Bridge showing detailed Method Statements.
In addition to the submission of technical proposals, the prospective Companies are expected to show capacity to undertake the proposed Rehabilitation or Reconstruction of these Bridges under the Engineering Procurement Construction + Finance (EPC+F) and or Public Private Partnership (PPP) Models.
The reports of the previous Engineering Investigations on the Bridges can be obtained from the Federal Ministry of Works, Headquarters on request. Nevertheless, Prospective Firms are at liberty to carry-out further investigations on the Bridges at their own cost before submitting their own Technical Bids.

In summary, Technical Bids are expected from eligible competent Contractors and Concessionaires for Carter Bridge and Third Mainland Bridge as follows:

2. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC 7. Business Name with Form BN1 is also acceptable for Consultancy Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) valid till 31st December 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (applicable where number of staff is at least 5 or the bidder has at least N50m turnover);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025;
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2025 or valid Certificate issued by BPP;
g. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the Nigeria Civil Aviation Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars;
– that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
– that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
– That the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months;
h. Company’s Audited Accounts for the last three (3) years – 2022, 2023 and 2024.
i. Reference letter from any reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic Professional Certificates such as COREN, QSRBN, ARCON, CORBON, etc.;
k. Verifiable documentary evidence of at least three (3) similar jobs of not less than Thirty Million Naira (N30,000,000.00) each successfully completed/on-going within the last five (5) years including copies of Letters of Award, Certificates of Completion and Photographs;
l. For Consultancy Services: Evidence of Firm’s current registration issued by relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, CORBON, etc.;
m. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs):

1. Project Background
As part of the Global Program II, jointly implemented by Don Bosco Tech Africa and Don Bosco Mondo, the Salesians of Don Bosco, Nigeria hereby publish a CALL FOR PROPOSALS FOR THE ESTABLISHMENT OF A PROFESSIONAL AND AUTOMATED DIGITAL E-HUB AT JOHN BOSCO INSTITUTE OF TECHNOLOGY (JOBITECH), ABUJA, NIGERIA.

The proposed initiative forms part of the Global Program II activities currently implemented in 11 countries across the sub-Saharan Africa. It has been designed to respond to critical and contemporary issues affecting TVET offer within the region, focusing on three main pillars: modernization, institutional capacity, and Advocacy, networking and joint-learning, targeting the Micro, Meso and Macro levels within the TVET ecosystem.

This initiative aligns with Nigeria’s national goals on digitalization and green technologies. The E-Hub will equip young people with 21st-Century skills essential for sustainable employment and inclusive economic growth. It also aims at positioning JOBITECH Abuja, alongside Don Bosco Boys Town, Nairobi as Regional Centres of Excellence for Digital Innovation and Vocational Training in Africa.

2. Objectives
To establish a specialised digital E-Hub and ICT laboratory/workshop at JOBITECH Abuja that provides high-quality vocational and technical training in:

a. Cybersecurity & Data Protection → b. Artificial Intelligence → c. Mechatronics/robotics /coding

The selected vendor/consultant/organization will be responsible for the design, development, installation and partial operationalisation of the E-Hub. The scope includes:
