BACKGROUND:
Oyo State Government through Oyo State Infrastructure Management and Control Agency hereby invites bids from eligible bidders/contractors with relevant experience in the construction industry to tender for the construction of an ICT Innovation Hub.

Bidding will be conducted through open competitive two-stage tendering method as specified in the Oyo State Public Procurement Guidelines for Works.

2. SCOPE OF WORK:
The project involves construction of an ICT Innovation Hub.
Detailed scope of works for the project is specified in the prescribed bidding documents which shall be issued to interested companies.

3. MINIMUM TECHNICAL REQUIREMENTS FOR QUALIFICATION:
Interested companies must be able to clearly demonstrate technical and financial capacity with verifiable experience(s) in the construction of multi-use public facilities in Nigeria.
The Applicant shall have, over the past five (5) financial years preceding the deadline for the submission of applications:
a. Evidence of track record in the construction industry within the past five (5) years, with an aggregate portfolio value in excess of Three Billion Naira (N3,000,000,000:000).
b. Undertaken a leading role in the construction of at least one (1) major ICT Hub in Nigeria.
c. Possess a total asset base of Five Hundred Million Naira (N500,000,000:00)

1. Introduction
Family Health International (FHI360) is a not-for-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes expert in health, education, nutrition, environmental, economic development, civil society, gender equality, youth, research, and technology, creating a unique mix of capabilities to address today’s interrelated development challenges. FHI360 is implementing the USAID’s Bureau of Humanitarian Assistant (BHA), Strengthening Humanitarian Assistance and Building Community Resilience in North-East Nigeria (NE_CORE) to provide acute needs of internally displaced persons (IDPs) in Borno State through the provision of integrated health and nutrition, protection, and WASH programming.

The FHI 360 Nigeria Crisis Response Team is inviting your organization to submit a proposal for the provision of outsourced support services at our Maiduguri operations both office and guesthouse. These services are essential to ensure the smooth running of daily activities and include roles such as cooks, cleaners, facility assistants, and warehouse clerks.

3. Scope of Work:
The selected vendor will be responsible for providing services as stated in subsequent paragraphs
Special Condition:
As part of this engagement, a successful vendor will be required to absorb the existing staff currently deployed at our Maiduguri facilities. This is to ensure continuity of service and minimize disruption to operations.

4. Vendor Expectations:
• Demonstrated experience in providing support services to organizations of similar size and scope
• Adequate staffing with trained and uniformed personnel
• Provision of all necessary cleaning materials and equipment
• Compliance with health, safety, and environmental standards
• Ability to respond to urgent cleaning needs or special requests
• Strong supervision and quality control mechanisms

5. Submission Requirements
Vendors are requested to submit:
• Company profile and relevant experience
• Detailed staffing and management plan
• Financial proposal including cost breakdown
• The timeline for onboarding and service commencement should be with immediate effect
• Documentation of legal registration and tax compliance

6. Evaluation Criteria
Proposals will be evaluated based on:
• Technical capacity and relevant experience
• Cost-effectiveness and value for money
• Ability to absorb and manage existing staff
• Compliance with regulatory requirements
• References from previous clients

1. INTRODUCTION

1. Detailed list of experience in the delivery of similar scope in the Niger Delta in the last 5 years, giving names of clients and location;
2. Detailed list, with evidence of ownership, of equipment owned by the contractor that is relevant to the provision of the services, indicating age;
3. Organogram with CVs of relevant personnel;
4. Current tax clearance certificate;
5. Audited accounts for the last three years (2024, 2023 and 2022) and management accounts for the current year;
6. Technical Partnership/alliances/ Joint Venture proposal including evidence of relationships with Original Equipment Manufacturers, as applicable;
7. Compliance with the minimum Nigerian content requirements as set out in the paragraph below.

4. NIGERIAN CONTENT REQUIREMENTS
Interested Contractors are invited to express complete understanding of and willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and Insurance Act 2003.
Consequently, bidders’ submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.
