THE GOVERNMENT OF KADUNA STATE MINISTRY OF HOUSING AND URBAN DEVELOPMENT INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR THE DEVELOPMENT OF NEW DISTRICTS IN EXCHANGE FOR LAND IN KADUNA STATE
In keeping with the Sustainable Development Goals 1 and 11, so as to end poverty, make cities and human settlements safe and develop sustainable, resilient and inclusive infrastructures, the Kaduna State Government (KDSG) articulated two ambitious plans – the Kaduna State Development Plan 2021-2025 and Kaduna infrastructure Master Plan (2018-2050). Among the targets of these Plans is the construction of about 10,000 housing units annually, along with development of requisite infrastructure to meet the needs of the growing population in the state.
The target of opening up the urban area and providing affordable housing has not been adequately achieved, primarily on account of paucity of funds needed to provide primary infrastructure in new district. In order to address the foregoing challenges, KDSG has formulated a new policy to encourage investors to develop infrastructure in exchange for land in new districts.
The Land for infrastructure Development initiative is essentially a Public-Private Partnership (PPP) arrangement in which KDSG provides land as the consideration for private sector investment in the provision of underling infrastructure. The package of services to be provided includes:
a. Detailed District Design b. Primary and Secondary Roads as per District design c. Storm and Wastewater Drains d. Solar Street Lights e. Electricity generation and distribution for sustainable green cities f. Telecommunication and Fibre optic ducts g. Sewage Treatment Plant
KOSG has, therefore, identified the districts listed below as being strategic to its urban expansion plan and hereby invites suitably qualified entities with requisite technical and financial capacity to participate in the development of infrastructure in exchange for land as herein stated.

The Development Bank of Nigeria (DBN) Plc has received a loan from the International Bank of Reconstruction and Development (IBRD) and intends to apply part of the proceeds of this loan towards a contract with a qualified consulting firm providing advisory services to the DBN. The consulting firm (“Consultants”) will conduct a Contribution and Attribution Analysis of DBN’s intervention in improving access to finance and technical skills of MSMEs in Nigeria.
