TENDER OPPORTUNITY FOR PROVISION OF WIRELINE LOGGING SERVICES (TENDER NO: 1000004600) AND MUD LOGGING SERVICES (TENDER NO: 1000004598 FOR PSC BLOCKS OML 143, OML 146, OPL 2004, OPL 2005 & OPL 2006

1. INTRODUCTION:
Sterling Oil Exploration and Energy Production Company Limited (SEEPCO), Sterling Global Oil Resources Limited (SGORL), Sterling Global Exploration and Production Limited (SGEPL), Sterling Exploration Limited (SEL) and Sterling International Resources Limited (SIRL) under the group of companies herein referred to as “STERLING” plans to engage the services of qualified service provider(s) for various services for STERLING PSC Blocks i.e. OML 143, OML146.
OPL 2004, OPL 2005 & OPL 2006 and invites interested and prequalified vendors with relevant experience & capacity for technical tendering opportunity for the Onshore Drilling Campaign in Block OML 143, OML 46, OPL 2004, OPL 2005 & OPL 2006. The Work is expected to commence in fourth quarter of 2020. The work locations shall be within STERLING’s areas of operations in the Niger Delta. The estimated primary duration of this contract is three (03) years with an option to extend it for another one (01) year.

2. SCOPE OF WORK/SERVICE REQUIREMENTS:
2.1. Provision of Wireline Logging Services (Tender no: 1000004600 CATEGORY: 3.04.09 (Electrical logging/Calibration Services), 3.04.11 (Fishing/Wireline Fishing Services) & 3.04.25 (Cased Hole Logging Services Gauges, Gyro, PLT, Etc.)

Bidder shall provide latest generation technology for open hole and cased hole logging services. Bidder shall provide Wireline Logging services which are applicable to water/synthetic based and oil based mud system in different hole sizes.

Bidder shall supply equipment (Unit and all appropriate tools), personnel, to perform both Wireline conveyed electrical logging /perforation and Pipe Conveyed logging/Perforations to record logs in highly deviated and horizontal wells (TLC or equivalent) in open hole and cased hole. Bidder should also be capable of providing Tractor or CIU conveyance of appropriate tools that may be required to be run in highly deviated and horizontal wells.

Bidder should also provide tools for free point location, tubing puncture and chemical cutters, fishing and all necessary services. High caliber personnel (engineers and operators) able to run advanced electrical logging devices in the wells are required. Bidder should also be capable of providing interpretation of the results of logging services as appropriate.

2.2. Provision of Mud Logging Services (Tender no: 1000004598) CATEGORY: 3.04.06(Mud Logging Services)
Bidder should provide Computerized-Advanced Mud Logging Data Acquisition System and Geological Services, including Unit, personnel consumables and surface equipment. A proper gas detection unit should form part of the service. The mud logging services should also include online transmission of data to the base office which should be accessible over internet in a secure way. Bidder should also be capable of providing services of expert Pressure Engineer to monitor while drilling in over pressured zones. The Geological Services should include sample and description and appropriate reporting on daily basis to the field/office base.

1. The Federal Government of Nigeria has received financing from the International Fund for Agricultural Development (IFAD) toward the implementation of the Livelihood Improvement Family Enterprise in the Niger Delta (LIFE-ND) Project. This project is aimed at enhancing income, job creation and food security through Agribusiness enterprise development in sustainable manner for the Niger Delta region. LIFE-ND intends to apply part of the funding to eligible payments under the contract for the procurement of consulting services to conduct rapid inventory/needs assessment survey of infrastructure intervention including the analysis of the impact for the LIFE-ND Project.

Accordingly, the National Project Coordinator Office LIFE-ND invites reputable Consulting firms with proven competence and experience to submit proposals for the execution of the service as stated above.

2. CONSULTING SERVICES (“THE SERVICES”) CONSIST OF THE FOLLOWING
The overall objective of the assignment is to engage a reputable consultants’ firm to conduct a rapid inventory/needs assessment of the infrastructure intervention including analysis of the impact of the infrastructures identified for implementation under sub component 1.2 across the Nine LIFE-ND states.
