1. BACKGROUND
The Nigeria Erosion and Watershed Management Project (NEWMAP) aims to reduce vulnerability to soil erosion in targeted sub-catchments.This eight-year innovative, multi-sectorial project will finance State-led interventions to prevent and reverse land degradation, initially focusing on gully erosion sites that threaten infrastructure and livelihoods of members of erosion affected communities. The project currently includes 7 mover states, namely Anambra, Abia, Cross River, Edo, Enugu, Ebonyi, and Imo, and recently additional 12 states have been added namely Delta, Oyo, Sokoto, Gombe, Plateau, Kogi, Kano, Akwa Ibom, Borno, Nasarrawa, Katsina and Niger states.

The investments include a strategic combination of civil engineering, vegetative land management and other catchment protection measures and community-led adaptive livelihood initiatives. The sustainability of these investments will be reinforced by strengthening institutions and information services across sectors and States, including support to improve governance, regulatory compliance, environmental monitoring, impact evaluation, catchment and land use planning, and to strengthen Nigeria’s capacity to promote and implement climate- resilient low-carbon development.

2. DESCRIPTION OF THE SITES:

LOT 1 – RAFIN GORA GULLY SITE

The Rafin-Gora project site is located within Kontagora Local Government Area of Niger State. The project location is within the corners Northwest – 10017’1807″N, 5022’59.51″E; Southwest 10016’16.36″N, 5022’50.32″E; North East – 10017″I2.48″N, 5023’53.16″E; and South East – 10016’16.97″N, 5023’54.64″E. The length of the gully head is about 11m deep and 15m wide.

SALE OF UNSERVICEABLE ITEMS AND EQUIPMENT

In line with the provision of sections 55 and 56 of the Public Procurement Act 2007 and Section 2964 (i)-(iii) of the Federal Government Financial Regulation 2009, the General Public are hereby invited to bid for the sale of unserviceable items.

CONDITIONS FOR BIDDING:
(1) Inspection of items and submission of Bids shall be from 9:00am – 4:00pm daily for two (2) weeks with effect from today (the date of this Advert) – 16 December 2020 on “As it were Basis” without testing.
(2) Interested bidders should prepare their Bid for each item in the format given (Bid Submission Sheet)
(3) The completed bid submission sheet should be submitted at any of the Council’s Offices in a sealed envelope marked “UNSERVICEABLE ITEMS”
(4) Every Bidder must clearly indicate his/her Full Name. Full Address and Telephone Number, the item he/she is bidding, the Code and Location. Failure to adhere to this will nullify the bid.
(5) Opening of the Bids shall come up one (1) week after the closure of bids submission at the Council’s Corporate Head Office, 4, Otunba Ayodele Soyode Lane (formerly Park Lane), Apapa, Lagos.
(6) The highest Bidder shall be the Winner for each item and no one else shall be entitles to that item except if the highest bidder fails to pay for the item within the specified period which will be sated on the letter of offer.
(7) At the end of the exercise, only winner shall be contacted
(8) Winner (s) are expected to take immediate possession of the item(s) and move same out if the Council’s premises in not more than Twenty- four hours (24hrs) after full payment. Failure to do this will be at owner’s risk

TITLE: BASELINE ASSESSMENTS IN EBONYI STATE AND THE FEDERAL CAPITAL TERRITORY UNDER “USAID INTEGRATED HEALTH PROGRAM

1. OVERVIEW
USAID’S INTEGRATED HEALTH PROGRAM (IHP) would like to invite eligible Research Firms to submit Expressions of Interest (EOI) with respect to the technical, managerial and other aspects of the baseline assessment described below. IHP is considering engaging a Nigeria-registered Research Firm to conduct and manage data collection, analysis and reporting for Baseline Assessments in Ebonyi State and the Federal Capital Territory (FCT). This will involve managing the fieldwork component of the assessment at the Local Government Areas (LGAS). Ward Development Committees (WDCs). Health Facilities and Community levels, ensuring the availability and functionality of required human and material resources necessary to implement the data collection, conduct preliminary data analysis and produce a preliminary report.

The proposed assessment seeks to establish baseline estimates and institutional capacity status for planning, capacity building and institutional strengthening. The assessment will assist IHP to evaluate the health system holistically starting from the community and ward, to the facility, to the LGA through to the State level. It will involve community level actors (the WDCs), the health facilities (providers and systems, WDCS, and clients), the Local Government Health Authorities (LGHAS) (systems supporting primary health care), and the MDAS associated with Health in Ebonyi State and the Federal Capital Territory (FCT). The specific objectives of the baseline assessment are:
1. To determine the coverage of key RMNCH + N interventions in the private and public facilities
2. To evaluate the capacity of the health system at all levels to support the provision and scaling up of RMNCH +N services
3. To assess the readiness of primary health facilities, general hospitals and private health facilities to provide proven high impact RMNCH+N interventions
4. To document the key facilitators and barriers to the provision and utilization of effective, integrated and quality RMNCH+N services

Successful Research Firms will manage the fieldwork component of the assessment across Ebonyi State and the FCT at the LGA/AC, WDC, Health Facility and Community levels.
This EOl is open to Nigeria-registered Research Firms who may or may not be resident in any of the IHP states but who are technically capable of providing the required services and willing and able to conduct and manage data collection, analysis and reporting in Ebonyi State and the FCT. This will be a Contract that pays for pre-defined milestones and deliverables.
