Experienced and Competent Consultants are invited to submit Expression of Interest (EOI) for the provision of consultancy services to the Board on her online Modular Examinations’ activities.

ELIGIBILITY REQUIREMENTS
Interested Firms/Companies should submit the following verifiable Pre-qualification Documents:
1. Certificate of Incorporation of Company issued by Corporate Affairs Commission (CAC) of Nigeria including Form CAC1.1 or CAC 2 & 7;
2. Full details of Company’s profile showing available manpower and the list of key professional staff with copies of academic and professional qualifications.
3. Company’s verifiable track record of at least three (3) similar jobs executed within the last five (5) years with relevant photocopies of letters of awards and certificate of completion thereto.
4. Company’s financial details and Audited Accounts for the immediate last three (3) years 2018, 2019, & 2020;
5. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank, indicating willingness to provide credit facility for the execution of the project when needed.
6. Evidence of tax clearance Certificate for the immediate past three (3) years expiring on 31/12/2021.
7. Evidence of NSITF Compliance Certificate expiring on 31/12/2021.
8. Evidence of current compliance Certificate issued by Pencom expiring on 31/12/2021
9. Certificate of Compliance with Industrial Training Fund expiring on 31/12/2021.
10. Evidence of Registration on the National Data Base of Federal Contractors, Consultants and Service Providers by the inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP) expiring on 31/12/2021 or valid Certificate issued by BPP.
11. Evidence of Membership of Computer Professionals of Nigeria.
12. Sworn Affidavit:
• disclosing whether or not any officer of the relevant committees of the National Business and Technical Examinations Board or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• Indicating whether the Company is/is not in receivership, insolvent or bankrupt.
• must not have any Director who has been convicted in any Country for any criminal offenses relating to fraud or financial impropriety;
13. All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head Paper in English Language, bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

SUBMISSION OF PREQUALIFICATION DOCUMENTS
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to:

INTRODUCTION
The Inter-Ministerial Committee on Disposal of Forfeited Assets to the Federal Government was inaugurated by the Attorney General of the Federation and Minister of Justice pursuant to provisions of the Asset Tracing, Recovery and Management Regulations, 2019. The initiative was as a result of President Muhammadu Buhari’s directive in October 2020 which is also a fall out from the recommendations of the Presidential Audit Committee on Recovery and Management of Stolen Assets in 2018, where the Committee recommended the need for efficient management of the recovered assets and for proper coordination and disposal of assets forfeited to the Federal Government.

The Committee in keeping with its mandate and in compliance with the provisions of the Public Procurement Act, 2007, intends to engage the service of Auctioneers with relevant experience and good record of accomplishment for the procurement of the under listed services:

SCOPE OF SERVICE
The scope of the service shall include proper coordination of sale of the Federal Government’s Forfeited Assets through public auction to the highest bidders and to promote uniform, harmonized and transparent procedure for disposal of forfeited assets in line with the anti-corruption drive of this administration. Further information is contained in the Request for Proposal (RfP) which is to be issued later.
The Consulting Auctioneer will ensure the expedient auctioning of all Federal Government of Nigeria’s Forfeited Assets and generate revenue for the Federal Government of Nigeria.

The Method of selection is Quality Based Selection Method (QBS) while the Consultancy fee will be based on agreed percentage from the proceeds of the disposed assets.

ELIGIBILITY CRITERIA:
a. Evidence of Registration with Corporate Affairs Commission (CAC);
b. Evidence of current firm’s Tax Clearance Certificate or Personal Income Tax Certificate of all the Partners (in case of Business Name) for the last three years, i.e. 2018, 2019 & 2020; valid till 31st December, 2021;
c. Clearance Certificate from National Pension Commission as evidence of compliance with Pension Reform Act, 2004 (valid till 31st December, 2021);
d. Evidence of compliance with Industrial Training Fund Amendment Act, 2011 by inclusion of copy of Compliance Certificate from the Industrial Training Fund (valid till 31st December, 2021);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
f. Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report issued by BPP (valid till 31st December, 2021);
g. Sworn Affidavit disclosing whether or not any officer of the Inter-Ministerial Committee on the Disposal of the Federal Government’s Forfeited Assets or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h. The profile of the Consulting Firm must include the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
i. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

OTHER REQUIREMENTS – EACH BIDDER NNEDS TO INCLUDE THE FOLLOWING:
a) Evidence of firm’s up to date membership of the Chartered Institute of Auctioneers of Nigeria (CIAN) or Nigeria Association of Auctioneers (NAA);
b) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of award, scope of service and evidence of job completion certificates;
c) All the professional staff to be deployed for this assignment shall possess a minimum of ten (10) years cognate experience in their respective sectors (longer years of experience will attract higher score during evaluation) and accompany with their CV photocopies of their academic and professional qualifications indicating their experience in the sector;
d) Professional Staff of the firm must provide evidence of membership of Chartered Institute of Auctioneers of Nigeria (CIAN) or Nigeria Association of Auctioneers (NAA).
